- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number FA441720QC234 is hereby issued as a Request for Quote. Response Date: Monday, September 28, 2020 at 1:00PM CST This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, Effective 31 August 2020. This is set aside for 100% for small businesses. The North American Industry Classification System (NAICS) code for this project is 334220, and Federal Stock Class (FSC) code is 5895. The Size Standard for this NAICS is 1,250 employees. The contractor shall provide items in accordance with the attached List of Matierals. Price shall include delivery to APO, AP 96328-5121 FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020). Addendum to 52.212-1, Instructions to Offerors � Commercial Items (Jan 2017) THIS SECTION IS FOR SOLICITATION PURPOSES ONLY.� THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD. Addendum to FAR 52.212-1(b), Submission of offers.� Offeror shall submit an electronic copy of their dated offer via e-mail to: stephanie.mccullough@us.af.mil with the solicitation number in the subject block, by Monday, September 28, 2020 at 1:00 pm CST. Submit a dated Offer Schedule marked with solicitation number FA441720QC234. Facsimile offers will not be accepted.� In addition to the items required by 52.212-1(b), the offeror shall complete the Vendors Information and Vendors Offer Information at the end of this Combined Synopsis/Solicitation.� This information shall be submitted with the offer. Addenum to FAR 52.212-1(c), Period for acceptance of offers.� This paragraph is tailored to read as follows: The offeror agrees to hold the prices in its offer firm for 5 days from the date specified for receipt of offers. Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawl of offers.� This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time.� Offers received after the solicitation due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). All questions regarding this solicitation must be emailed to stephanie.mccullough@us.af.mil Offerors shall complete the Vendor�s Offer Information and Vendor Information tables at the end of this Combined Synopsis Solicitation and submit with offer by the established due date and time. Offerors shall provide a representation regarding use of telecommunications equipment or services by completing FAR Provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), and submit with offer by the established due date and time. FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) �(a)� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered. � � The Government will award a FFP contract to the Lowest Priced Technically Acceptable offer.� Offers will be determined technically acceptable if 1) all items are quoted and 2) any equivalent items proposed meet the descriptive characteristics included in the List of Materials. � Not all offers will be evaluated for technical acceptability.� The lowest price offer will be evaluated, if the offer is determined technically acceptable, no other offers will be evaluated for technical acceptability.� If the lowest price is not technically acceptable, the second lowest price will be reviewed.� So on and so forth. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
