- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office 5 (NCO 5) intends to award one (1) sole source base year and one option year period contract to University of Maryland dba UMB to provide research services for the laboratory of Dr. France Carrier at the Baltimore Veterans Affairs Medical Center (VAMC) consultation services from the Marlene and Stewart Greenebaum Comprehensive Cancer Center (UMGCCC) University of Maryland School of Medicine (UMSOM).
