- Synopsis #: F4FBBL0245A101 Notice Type: Special Notice Synopsis: This is a Sole Source synopsis published for informational purposes only. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO) to fulfill the requirements of the attached Statement of Work (SOW) for the United States Air Force, AFRL/PZLE, Wright-Patterson AFB, Ohio 45433-7541.� Photonics Systems USA is the only known responsible company able to provide a femtosecond laser machining system for high precision cutting and drilling on a wide variety of materials.� The Government intends to solicit and negotiate with only one source under the authority of AFFARS 5313.501. This proposed action is for the procurement of supplies under North American Industry Classification System Code 333519 � Rolling Mill and Other Metalworking Machinery Manufacturing and PSC code 3670 � Specialized semiconductor, microcircuit, and printed circuit board manufacturing machinery. Business size standard for NAICS 333519 is 500 employees. The proposed source is Photonics Systems USA. A determination by the Government not to compete the proposed contract, regardless of responses received from this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 25 Sep 2020, 2:00pm EST and meets all the requirements in the attached SOW, dated 21 April 2020. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed Sole Source is the only known responsible source able to satisfy the Government's requirement(s); Photonics Systems USA, 220 Chatham Business Drive, Pittsboro, NC 27312.� The Government currently utilizes a microsecond CO2 laser machining system primarily for copper patterning on cladded circuit board materials. The proposed Sole Source is the only known responsible company capable of providing a femtosecond laser machining system for high precision cutting and drilling on a wide variety of materials with minimal thermal damage to the substrates, in addition to copper patterning to meet the Government�s unique requirements. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.� Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012.� You may contact SAM at 866-606-8220.
