Description
SYNOPSIS The Intelligence Advanced Research Projects Activity (IARPA) will hold a virtual Proposers� Day meeting on October 7, 2020 from 1:00 pm to 5:00 pm EDT to introduce the BRIAR program to potential proposers, provide information on its objectives, and collect feedback on the BRIAR draft Broad Agency Announcement (BAA) technical section to be posted on https://beta.sam.gov/ prior to the Proposers� Day, in anticipation of publication of a program BAA. The BRIAR program aims to develop software algorithm-based systems capable of performing whole-body biometric identification at long-range and from elevated platforms. IARPA holds Proposers� Days to provide information to assist potential performers to evaluate whether and how they might respond to the Government�s research and development solicitations and to increase efficiency in proposal preparation and evaluation. The BRIAR Proposers� Day is open only to registered potential proposers, and not to the media or the general public.� The meeting will be held entirely on the WebEx video conference platform, and a recorded video of the meeting will be made available to the public on the IARPA website at https://www.iarpa.gov/index.php/research-programs/briar. This announcement serves as a notice of intent to fund scientific research and is issued solely for information and planning purposes. The Proposers� Day meeting does not constitute a formal solicitation for proposals. Meeting attendance is voluntary and is not required to propose to this, or any other solicitations (if any) associated with the BRIAR program. IARPA will not provide reimbursement for any costs incurred to participate in this Proposers' Day. REGISTRATION INFORMATION Pre-registration is required and closes on October 2, 2020 at 5:00 pm EDT.� To register, visit https://www.client-meeting.net/briar-conference. Following registration acceptance, applicants will receive an agenda and instructions on how to participate in this virtual WebEx meeting. As an option to facilitate teaming, potential proposers may submit a Capabilities Statement (5 pages maximum) and a completed Teaming Information Form (posted with this notice) to IARPA for possible posting on our website at https://www.iarpa.gov/index.php/research-programs/briar.� Deadline for these submissions is October 16, 2020 at 5:00pm EDT.� This information will not be reviewed or considered by the government for any purpose other than review for appropriate content. ADDITIONAL INFORMATION This meeting will include an introduction to IARPA, an overview of the program, technical challenges, and expected participation requirements. Before the Proposers� Day meeting, attendees may submit comments or questions regarding the BRIAR draft BAA technical section by emailing dni-iarpa-baa-20-04@iarpa.gov. IARPA will consider all input in formulating the final BAA but may not respond to all comments or questions. This Proposers' Day is intended for participants who are eligible to propose to the anticipated BAA. Other Government Agencies, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), or any other similar organizations that have a special relationship with the Government, that gives them access to privileged or proprietary information, or access to Government equipment or real property, will not be eligible to submit proposals to the anticipated BAA nor participate as team members under proposals submitted by eligible entities.
