RFP Amendment No. 2 The purpose of the�amendment no. 2 is to make changes in the Section B SUPPLIES OR SERVICES AND PRICE/COSTS and ATTACHMENT J.1: COST/PRICE EVALUATION MATRIX of the solicitation to update and provide additional information for submission of the unburdened ceiling daily rates and completion of the cost/price evaluation matrix. See specific changes in the following pages. All other terms and conditions in the original RFP remain the same.� ---------------------------------------------------- RFP Amendment No. 1 The purpose of the Amendment no. 1 is to respond to questions received from interested parties and make resulting changes throughout the Solicitation. ------------------------------------------------- Issuance Date:���������������������������������� August 26, 2020 Questions Due Date and Time: ������ September 9, 2020, 04:00 p.m., Bangkok time Closing Date and Time:������������������� October 13, 2020, 04:00 p.m., Bangkok time Subject:��������� Request for Proposals (RFP) No. 72048620R00014 USAID/RDMA Program Cycle Monitoring, Evaluation, and Learning (MEL) Support Activity The United States Agency for International Development (USAID), Regional Development Mission for Asia (USAID/RDMA) is seeking proposals from U.S. or non-U.S., non-profit or for-profit organizations, in providing Program Cycle Monitoring, Evaluation, and Learning (MEL) Support services to USAID Missions and Operating Units (OUs) in the Asia region as described in the attached Request for Proposals (RFP). USAID anticipates the award of up to three (3) seven-year Indefinite Delivery Indefinite Quantity Contracts (IDIQ) to small business concerns.� USAID anticipates that the maximum aggregate ordering limitation for the IDIQ contract resulting from this RFP will be $38 million over the period of performance. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this Contract ceiling. This ceiling is not subdivided among the number of awardees. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP. The North American Industry classification System (NAICS) code for this acquisition is 541990. The authorized geographic code is 937. This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time.� Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the Contract will not be binding.��� This RFP in no way obligates USAID to award a Contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals. This RFP can be viewed and downloaded from https://beta.sam.gov/.� USAID bears no responsibility for data errors resulting from transmission or conversion processes. Amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation.
