Notice of Intent to Sole Source Solicitation Number: W912LC-20-Q-0116 Sole Source FAR Reference: FAR 13.106-3(b)(3)(i) A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 334519. The size standards defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Our research found that Power Test Dyno is the only company with the capabilities to meet the requirements of the government.� Anyone with different information may submit it to the COARNG. All responsible sources may submit a capability statement and any contrary information to the contracting officer before the notice end date. If no affirmative written responses are received by 10:00 AM (Mountain) on September 29, 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Electronic responses and question shall be submitted via email to carlos.a.castillo8.civ@mail.mil. The Colorado Army National Guard is not responsible for any costs incurred by responding to this notice. Colorado Army National Guard intends to award a sole-source, Firm-Fixed Price contract with Power Test Dyno, N60 W22700 Silver Spring Drive, Sussex, WI, 53089. The purpose of this acquisition is to purchase Engine Dyno Upgrade and Power Net Data Acquisition and Control Systems to update and upgrade existing Dyno Systems. STATEMENT OF WORK for�MATES #64 Dyno System Update The contractor shall provide all required personnel, equipment, tools, materials, supervision, and quality control necessary to perform the update to diagnostic engine and transmission Dyno equipment currently owned and installed at MATES #64. Instructions on the updated systems will be required and are included and provided by the contractor. The North American Industry Classification System (NAICS) code assigned to this procurement is 334519 and the size standard is 500 employees Purpose: Update previously purchased, installed, and owned diagnostic and test equipment for transmissions and engines at MATES #64. Contract also covers training on equipment once system is fully updated. No continuing support is required outside of warranty work once contractor work is complete. Period of Performance:�The Period of Performance shall be: Upon contract approval, performance will not exceed duration required to complete equipment and system update, as well as instructional period. Place of Performance:�The services shall be completed at the following location: 8700 Butts Rd. BLDG 9000,�Fort Carson, CO 80913. Contractor Responsibilities: Engine Dyno Upgrade and Training (Outdated engine dyno equipment is owned by MATES #64 and currently in place. An update is required for effective use.) Transmission Dyno Upgrade and Training: (Outdated transmission dyno equipment is owned by MATES #64 and currently in place. An update is required for effective use.) COARNG Responsibilities: MATES #64 will be responsible for facilitating contractor access to the equipment during the update of Dyno system.
