- Award�was based on FAR 13.106-2 Evaluation of Quotation of offers. The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most be the most beneficial to the Government, with appropriate consideration given to Technical, Past Performance and Price. In terms of the relative importance of the factors, the Technical factor is somewhat more important than Past Performance, when combined Technical and Past Performance are somewhat more important than Price. D7/Dawson LLC, had the Highest rated technical proposal and overall Best Value to the Government, thus was awarded the Contract.
