Description
This is a FEMA OEA Contact Management Source Sought using NAICS Code 519130.� This announcement is unrestricted, and is not being set aside for small business concerns.� This requirement was previously announces as a total small business set aside under both NAICS Codes 519130 and 511140, and the seven (7) responses I received could not fulfill the government's requirements based on the capability statements that were provided. NOTE:� This is for market research purposes only.� FEMA is not looking for proposals in response to this announcement.� We are looking for offerors that may be interested in this requirement.� We are looking for potential offerors to submit capability statements/documents [limit to 5 pages].� FEMA is�not looking for offerors to build databases/platforms, FEMA is looking for offerors with existing capabilies [see the below scope and attached tasks document]. 1.0� SCOPE:� FEMA is seeking a commercial off-the-shelf web-based solution (compatible with FEMA standard Windows-based systems as well as iOS mobile devices) that meets applicable federal, DHS, and FEMA security protocols and provides the following features/capabilities: 1.1� Seamless access to a database of media contacts (print, TV, radio, and blogs, etc.) journalists published stories, social media accounts, and internal/non-media key stakeholders to facilitate more effective relationships, through a search and/or filter function.� By having all media contacts centrally located, FEMA will access this one-single platform across the agency.� We anticipate having access to over 50,000 journalists' contact information.� This includes national, local and regional media. 1.2� Track interaction with reporters including but not limited to media inquiries, interest, conversations, follow up action items/statuses.� During steady-state, we receive over 100 media inquiries per month.� During disaster activations, media inquiries can be upward of 600 per month.� This solution will help us manage open and closed inquiries with the media and stay aware of deadlines and tasks. 1.3� Distribute internal and external press releases.� Allow distribution lists to be filtered, created, saved and modified to permit communications to be targeted to media lists and specific distribution groups.� Historically, we have distributed to over 700 recipients per news release.� At peak disaster response such as COVID-19, we distributed 144 news releases in English and Spanish per month.� The platform must be robust enough to meet this demand.� 1.4� Streamline stakeholder engagement efforts with real-time data and deliver time-sensitive reports and information to FEMA COMMS.� We us reporting and analytics to meet mission needs and support our leadership awareness and decision-making daily.� FEMA news releases, media advisories and fact sheets have produced positive placements in national, local, and trade publications online. 1.5� The platform and technical support must be available to FEMA 24 hours a day, 7 days a week without the need of special software.� This platform must have a capability to search for media contacts and outlets, and additional filters as described in the attached tasks document.� We currently have 300 platform users.
