- This is a market survey is for Human Factors Research in support of Air Traffic Control Tasks Traffic Management Simulation. General Information The Federal Aviation Administration (FAA) is conducting a Markey Survey/Request for Information for The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute (CAMI), Human Factors Division, (AAM-520). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service disabled Veteran owned small businesses, 8(a) certified firms and/or any other source that can support the Government�s intention to establish support of Air Traffic Control Tasks Traffic Management Simulation. Background and Scope of Work: The Civil Aerospace Medical Institute (CAMI) is the medical certification, education, research, and occupational medicine wing of the Office of Aerospace Medicine (AAM) under the auspices of the Federal Aviation Administration (FAA�s) Office of Aviation Safety (AVS).� The mission of the Aerospace Human Factors Research Division is to promote civil aerospace safety through excellence in aerospace human factors (HF) research. The Division conducts research that focuses on improving human performance, efficiency, and safety. This statement of work supports training and research being conducted within the National Airspace System (NAS) Human Factors Safety Research Laboratory (AAM-520), and the Air Traffic Control System Command Center (ATCSCC). Simulation training options are available for En Route and Terminal specialists that facilitate learning and skill development in a safe and controlled training environment. In contrast, there are no simulation training options available to the Air Traffic Control System Command Center (ATCSCC) and Traffic Management Coordinators (TMCs) throughout the National Airspace System (NAS). Therefore, training must be conducted in a live environment. The gap in simulation training contributes to a lack of understanding in the application of traffic management initiatives (TMIs). Simulation training reduces operational risks and allows the student to practice repetitive processes in a safe environment to build knowledge, skills, and abilities. Phase One of traffic management (TM) simulation development focuses on the ATCSCC Severe Weather (SVRWX) and Terminal Areas. Civil Aerospace Medical Institute (CAMI) located on the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK and has a requirement for simulation training options to the Air Traffic Control System Command Center (ATCSCC) and Traffic Management Coordinators (TMCs) throughout the National Airspace System (NAS).� A high fidelity Flight Schedule Monitor (FSM)/Traffic Situation Display (TSD) web-based interactive simulation platform that allows for scenario development. The SVRWX Severe Weather trainee will use simulated TSD weather and the Traffic Flow Management Convective Forecast TCF to determine the most efficient use of airspace then build/send playbook and ad-hoc reroutes. The simulation platform must allow the ATCSCC to create training scenarios that can be fully manipulated by the instructors and trainees Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released.� Any proprietary information submitted will be protected if appropriately marked.� No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA.� Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead.� No type font less than 12-point may be used.� Responses must be received by 3:00 P.M, Central Time on November 10, 2020.� Market survey responses received after the time and date specified will be determined to be late and may not be considered.� Capability Statement: � The FAA seeks the following information with the interested parties�: Contractor Size, NAICS Codes and Capability Statement with a detailed narrative that fully outlines and describes solutions can meet the governments need for Human Factors Research in support of Air Traffic Control Tasks Traffic Management Simulation. Provide information which fully supports its capabilities.� Included should be a listing of at least similar installations within the continental United States.� Potential Partnership Agreements Current Contracts (I.E. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be place within the next 60 days). Respondents must be active in the System for Award Management (SAM) (www.sam.gov).
