Description
A market survey is being conducted to determine if there are adequate Small Business, SBA certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is a SOURCES SOUGHT NOTICE ONLY. This is not a solicitation Announcement or Request for Quote. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources and to determine the capability of Small Business and/or Large Business companies to provide the supplies/services described below. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. Department of Agriculture (ARS) requests responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these products and service. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. The NAICS code for the expected acquisition is 334516, with a Size Standard of 1,000 employees and the PSC Code is 6635. Any subsequent procurement will be conducted as a commercial item purchased in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. The Department of Agriculture (ARS) has the need for the following products: 001) Texture Analyzer with Software and Accessories Scope of Work: The UDSA-ARS Cranberry Genetics and Genomics Lab will be requesting quotes for the purchase of a new Texture Technologies�TA.HDPlusC Texture Analyser 970H w Exponent Software (TA750/970E) Background: The USDA-ARS uses this texture analyzer to collect invaluable data on cranberries throughout the year. This data will allow us to measure physical traits important to the cranberry industry and incorporate the results into our breeding program. The cost also includes the software necessary to compile and analyze the data collected from the machine. We currently have this machine and software functioning in our lab. However, we are part of a new grant that will increase our workload dramatically and we need another machine to be able to do the work. To be able to fulfill the requirements of the grant and to maintain continuity of research data, this machine and software are necessary to integrate our past data with current and future data. This software uses formulas to produce our data that we cannot duplicate with any other software. Technical Requirements:� Hardware Force and distance readings can be calibrated and verified with traceable NIST weights and gauge blocks. Built-in safety overload protections exist that are active both during a test and also while positioning the instrument. User interchangeable load cells are available to change force capacity and resolution of the readings. Load cell max ranges of 5kg to 750kg. Automatic trigger function to mark the beginning of a test and also to measure the height of a sample. Built-in USB and serial connections for communicating with a personal computer. Selectable data acquisition rates up to 2,000 data points per second. Touchscreen User Interface used for running tests without software. Ethernet connection for running tests with a browser user interface. Internal data storage for running tests without software that can be accessed with a USB port. Sinusoidal cross-arm movement capability for low amplitude frequencies up to 10hz. RS485 Serial port for communicating with peripheral devices. Two PT100 ports for connecting temperature reading devices such as thermocouples. Two Auxiliary Ports for communicating with peripheral devices. Plug-N-Play peripheral devices are available for data capture, synchronization, and control such as the: Acoustic Envelope Detector, Powder Flow Analyzer, Video Synchronization System, Milli-ohmmeter, Thermal Cabinet, Peltier plate, Peltier cabinet, Dynamic Integrated Balance, Automated Linear Indexing System, Relay Module, and Dough Inflation System. Software Large library of application studies that cover a wide range of products with down-loadable test settings for immediate use by the operator. Security settings for the creation of administrators, managers, and users of the system with configurable access to specific software menus. Customized library of specific tests for immediate retrieval. Access the internal test programming to create, or modify, cross-arm movements for customized test applications. Users can create custom macros for data analysis and test automation. For simple applications, the users can pick from a list of commonly used test results. The TestMaker program is included with the Exponent software to build custom tests from scratch. SAX Basic visual programming language is also included to create custom dialog windows, calculations, and test automation. Second Y-Axis for displaying other data channels such as force, distance, stress, strain, temperature, sound, and user channels. Free software site license for the installation of Exponent on other computers for data analysis and test creation. Export data directly, or automatically, to LIMS, text files, or spreadsheets. Each data file is automatically stored with its test settings, as well as the software, firmware, and test environment information. Capable of running the ExponentConnect automated Macro. Generates data/projects and macros that can be seamlessly exchanged and manipulated with existing TA.XTPlusConnect Texture Analyzers/Software in cooperating USDA-ARS Laboratories. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Madison, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Capability Statement: Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company�s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business. To be eligible, all vendors must be registered in the System for Award Management (SAM) with a current and active registration.
