Description
DISCLAIMER This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this notice must be submitted in writing via email and must be received not later than October 22, 2020, 4:00pm EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM). Responses to this notice must be submitted in writing, and received not later than October 22, 2020, 4:00pm EST. All interested parties must respond to any related solicitation announcement separately from the responses to this announcement. Email: Delfo.Saco-mizhquiri@va.gov. No telephone inquiries will be accepted. SCOPE OF WORK Contractor needs remove existing fencing and reconfigure the gates to comply with the codes. Contractor must remove the fencing and move the upper 6' fence onto the wall where the portable oxygen tanks are stored. Contractor must change the swing of the gate that leads to the loading dock platform. This gate is not in compliance with the code because it swings into the space. The second gate on the upper portable storage would be removed due to no staircase or ladder. Contractor must add an additional section of roofing to the roof to keep the weather and birds out of the area that has portable tanks stored. To keep the weather out contractor must install privacy slats on upper fencing to keep snow and rain from entering the space. Contractor must provide precautionary signs no more than 25 feet apart. Contractor will be required to provide all supervision, labor, material, equipment, tools, supplies, and all logistical needs to complete project in a clean safe and Professional manner. Contractor and his personnel will provide a company representative will attend all meetings, no work will be performed until we get schedule approved by all sections affected by this project, as well as senior leadership. Contractor will need to get a burn permit from VAFD if any cutting or welding emits spark or flame in the area VA designated for contractor to conduct that type of operation. All contractors' personnel on site will be required to have a minimum of a 10-hour OSHA, Foremen and competent person shall have a minimum of a 30-hour OSHA course. All personnel are required to wear proper PPE for type of work they are doing. Contractor will be required to clean area every day broom swept; debris removed. Temporary fencing will be installed to block people and vehicles from entering area. Work must be performed in accordance with all Federal, State and local codes. Contractor will be responsible for any damage done by his personal or equipment, any damage must be reported immediately to VA representative. This is a medical facility so contractors shall respect our patient's privacy. SPECIFICATIONS: Portable tank area all posts on 6-foot-tall chain-link fence require minimum of2 ½ inch post, with exception of the gate posts will require minimum 3-inch post to support the gates. Bulk Oxygen area will require a 10'0"" high fence with constantia wire around top of 10'0 areas of fencing, all posts 3"". Each gate will swing out of storage space, and requires an automatic closer, as well as fire rated panic device that will accept a Best Lock 7 pin core. On the gate and fence there will be an anti-tamper proof protective shield so you cannot gain access without the keys, surrounding each gate. You will also install a corrugated steel deck attaching it to the existing roof and you will install a membrane of rubber so the joint they meet at doesn't leak and it will extend 6 inches minimum past the fence and may be supported by fence posts. It will need to withstand 80 MPH winds. DESCRIPTION OF WORK PORTABLE OXYGEN AREA: THERE WILL NOT BE ANY CUTTING THAT EMITS SPARK OR OPEN FLAME IN LOADING DOCK AREA. Northport VAMC will set you up with a staging area to do any cutting or welding that needs to be done. Remove existing fence and gates You will be responsible to fill all voids or boles in concrete Shift upper fence onto side of loading dock wall, which will allow more space for the rapid egress out onto the loading dock and allow it to open out Install new 6'0"" chain-link fencing with privacy slats and a gate at the loading dock end that opens outward. The Gate will have Fire Rated Panic Device which accepts a Best Lock 7 pin core and must be exterior grade. We will require a minimum protective shield 2' around the device on all sides it will also have a gate latch protector for security reasons. Fencing, gates will not have a gap larger than 2"" All gates are required to open out from storage areas and will be self-dosing and self-latching Signage inside of storage area will have 8-inch x 11-inch reflective EXIT sign. Install a new section of corrugated metal roofing, you may attach it to the fence posts, and must have 6-incb overhang. Install rubber roof membrane to ensure it doesn't leak. Fencing will have privacy slats on portable area only to prevent debris and weather from entering the storage area Signage requirements will be an 8-inch x 11-inch minimum DANGER OXYGEN NO SMOKING NO OPEN FLAMES on each exterior side of fence, no more than 25 feet apart. BULK OXYGEN AREA Remove existing fence and gates and posts Reconfigure gates and fencing area/gate on front will be 3'0"" X 7'0"" for access to tank area A second gate will be added to side fencing for fill tube 2'0"" X 2'0 with self-closing latch Core Drill/or cut and pour Concrete All posts on 10-foot fence will be minimum 3 inch All fencing will have a top rail a mid-rail and a bottom rail Install new 10' 0"" fencing all and gates (see Dimensions above) with protective shields surrounding the Fire Rated Panic devices to prevent reaching into open device we will require a minimum protective shield 2' around the device on all sides Fencing, gates will not have a gap larger than 2"" All gates will open out and require auto closer and fire-rated panic device that will accept a 7-pin Best core to follow the V. A. keying System. Fencing, gates will not have a gap larger than 2"" Install constantia wire around whole top of 10' fence Patch any boles in concrete where post have been removed All signage will be the same.
