Description
This SYNOPSIS/SOURCES SOUGHT NOTICE is for information and planning purposes only. This notice does not constitute a formal request for quotation (RFQ) and responses to this notice will be treated as information only. This in no way obligates the Government to award any contract/purchase order. The purpose of this Source Sought Synopsis is to seek out interested small businesses capable of fulfilling service requirements to support the The Bureau of Engraving and Printing (BEP) in maintaining operational readiness�of turnstiles that include�providing repairs, replacement of non-repairable, installation,�removal�and preventative maintenance located at BEP's Washington DC facility. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. No Solicitation or RFQ exists; therefore, do not request a copy of a RFQ. No award will be made as a result of this notice and responses to this notice are not offers. The Bureau of Engraving and Printing is not required to use FedBizOpps for any resulting RFQ. Responses to this notice shall be in writing. Respondents are advised that the Government is not under any obligation to provide feedback to respondents with respect to any information submitted under this notice, nor is the Government bound to any further actions related to this matter. Those who respond to this notice shall not anticipate feedback with regard to their submission other than acknowledgment of receipt if a request for an acknowledgement is requested by the submitter. All costs associated with responding to this notice will solely be the interested party's expense. Not responding to this notice does not preclude participation in any future RFQ. The information provided in this notice is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. This is a Sources Sought notice (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses (SDVOSB); 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses (WOSB); economically disadvantaged women-owned small businesses, (EDWOSB) or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for this potential requirement. The NAICS code for this sources sought is 334290 with a size standard of 750 employees.� The draft PWS is uploaded in order to review the requirement details. If a vendor feels that another NAICS code is more appropriate, please discuss that in your capability response.� Responses to this Notice will assist the Government in determining the appropriate acquisition method, including whether or not a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this Notice.� The purpose of this notice is to transmit a notice of a proposed contract action, for market research, and to obtain information regarding the capability of qualified sources. All interested small businesses are invited to respond to this notice. The responses to this notice are not expected to be quotations, but rather statements regarding the organization�s capabilities. REQUESTED INFORMATION Sources responding to this notice shall submit the minimum information necessary for the Government to make a determination about the current industry�s capabilities.� Responses to this notice shall include the following: (1). Company�s name; (2). Address; (3). Point of contact; (4). Phone and Email address; (5). Data Universal Numbering System (DUNS) number, and NAICS code. Cage code and DUNS number must be registered in System for Award Management (https://www.sam.gov). (6). Include your socio-economic status (e.g. Services Disabled Veteran Owned, Veteran-owned, 8(a), HUBZone, Women Owned, Disadvantaged, or HUBZone Small Business). (7). Are the services available under a GSA/FSS contract or other Government Wide Acquisition Contracts (GWAC)? If so, please provide the contract number. (8). Refer to the attached draft Performance Work Statement (Attachment 1) and respond base on the ability to provide those technical requirements. Respondents shall indicate whether they can provide all requirements indicated in the Performance Work Statement. Additionally, please identify (a) proposed staffing categories pertinent to perform the services (b) current in-house capability and capacity to perform the required work. (9). Please include any available pricing for the required labor/services necessary to fulfill the PWS requirements (Price is not included as a part of the page limitation for responses). (10). Are you able to provide key personnel and staff persons capable of passing a background check? (11). Provide any additional information that may be helpful in developing or finalizing the requirements. (12). Vendor�s technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. � Responses shall not exceed three (4) pages and the font shall not be smaller than 12 point Times New Roman. Written responses shall be in MS Office (Word, Excel, or PowerPoint) or Adobe pdf format.� Respondents shall submit responses electronically via email by no later than 5:00 pm EST by October 30, 2020. All responses and inquiries to this notice shall be emailed to Kia.Green@bep.gov. Email subject lines shall follow this convention: �BEP SYNOPSIS/SOURCES SOUGHT NOTICE: TURNSTILES REPLACEMENT, REPAIRS AND MAINTENCE RESPONSE - Organization Name.� Telephone calls and facsimile transmissions regarding this notice will not be accepted.� This announcement will remain open until 5:00 pm EST on October 30, 2020. Written responses to this notice does obligate the Government to follow up with any particular organization.�Bureau of Engraving and Printing is performing market research to determine available sources that can provide replacement, repairs and maintenance of turnstiles located at its Washington, DC facility, 14th & C Streets, S.W., Washington, DC 20228. The period of performance will be a base period of 12 Months from date of award with four (4) one-year option periods. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. � Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement.� The BEP will not be obligated to pursue any particular acquisition alternative as a result of this notice.� Responses to the notice will not be returned.� Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If so, respondents are solely responsible for properly marking and identifying such information within their response.
