- Description
- The current COVID-19 pandemic demands immediate action in developing life-saving Medical Countermeasures (MCM), which encompass technical efforts from early development through their Food and Drug Administration (FDA) approval. This description provides a summary of the Department of Defense (DOD) and Operation Warp Speed (OWS) major integrated efforts that include but are not limited to leveraging the use of Senior Subject Matter Experts (SMEs) consultants.� The effort will focus on three (3) major elements: a. In order to meet the needs for evaluating the impacts of COVID-19 on Service Members and other beneficiaries of Defense Health Program (DHP)-funded health care, DHA needs additional analytical tools and support to manage the types and volumes of queries. Specifically, DHA needs to assess the availability of healthcare resources relative to those Service Members located in areas non-adjacent to Military Treatment Facilities (MTFs). Tools and support are required that use an assumption driven approach to project the daily inpatient (general and ICU beds) and outpatient (office visits and procedure) healthcare resource needs based on DHA, publicly available, and/or purchased data. b. Provide support for the early identification of harm indicators for improved tracking and modeling of COVID-19 progression and patient identification using: 1) Natural Language Processing (NLP) to identify key markers embedded in unstructured data for within existing DHA data repositories; 2) pattern recognition across four (4) COVID models; and 3) simulation models (e.g. causal loops). This project will specifically deploy resources to DHA with the requisite skills for immediate integration. � c. Provide support to meet the needs for evaluating the impacts of COVID-19 on Service Members and other beneficiaries of Defense Health Program (DHP)-funded health care, the DHA requires a �data science factory� platform within a cloud environment allowing MHS data to readily available for COVID-19 and other modeling simulation scenarios, while providing more stability, flexibility and capacity to support MHS analytic needs The Government has determined that the need to accelerate COVID-19 development is of such an unusual and compelling urgency (FAR.6.302-2) that the Government has pursued a sole source procurement for the consultant services described above. The contract will have a Base Period of�twelve (12) months duration.
