Description
PRESOLICITATION NOTICE:� Stevedoring and Related Terminal Services for Blount Island Command (BICmd), Marine Corps Support Facility Blount Island (MCSF-BI), 5880 Channel View Boulevard, Jacksonville, Florida 32226. PURPOSE:� This is a Pre-Solicitation Notice only.� All interested offerors are requested to read the below requirements.� No responses are requested by this notice in Beta Sam.gov.� The Contract Support Management Office (CSMO) for Blount Island Command (BICmd) issues this notice with the intent of giving an opportunity to all interested parties to plan and prepare. This is not a Request for Proposal (RFP); this is only for a Pre-Solicitation/information purposes only.� No award will be made on the basis of responses received to this notice. BACKGROUND The Marine Corps Support Facility Blount Island has a requirement for a re-compete of services needed for a Base Year and Four (4) Option Years, Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. This contract shall be in support of the United States Marine Corps� (USMC) strategic Maritime Prepositioning Force Program, in connection with the receipt, processing and/or loading/discharging of all vessels designated by the Government.� Stevedore perform tasks in transferring cargo to and from the holds of ships and around the port area, to include the Charleston, South Carolina area services.� Reference the attached Draft Performance Work Statement. PROPOSED CONTRACT ACTION The Contractor upon being awarded the contract shall provide services as described herein to meet the mission requirements of the Marine Corps Support Facility Blount Island. Accordingly, the BICmd plans the issuance of the following solicitation (RFP): RFP Title: Stevedoring and Related Terminal Services, M67004-20-R-0003; NAICS Code is 488320 (Marine Cargo Handling); Planned RFP issuance date:� On or before 21 August 2020; This solicitation will be issued on an Unrestricted basis (Full and Open Competition);� RFP issuance method:� The solicitation will be posted on the website of the newly established www.beta.sam.gov (no longer FBO); The awardee will be required to speak, write and correspond in English language to all requirements for this solicitation and the attachments; Planned RFP response date: 22 September 2020; Award procedures:� In accordance with FAR 15.3 Source Selection and all other requirements as outlined in the solicitation being released; Place of performance:� Duval County, Jacksonville, Florida AND Charleston County, Charleston, South Carolina; Contractor shall be capable to assume full operations as required on 1 April 2021. � Please note that the requirement to obtain a DUNS number and for your company to be SAM registered, will be a mandatory requirement prior to contract award. The failure to provide the above documentation when submitting your quotation may result in your quotation/proposal being found technically unacceptable and removed from the competition without further discussions or consideration. The Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work to be performed under this contract. Interested parties are reminded that information furnished hereunder may be subject to disclosure under the Freedom of Information Act (FOIA).� Therefore, all items that are confidential to business, or contained trade secrets, proprietary, or personnel information must be clearly marked.� Marking of items will not necessarily preclude disclosure when the Marine Corps determinates disclosure is warranted by FOIA.� However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
