Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W9124M21R0003 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 532289 with a small business size standard of $7.50M. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-10-26 11:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. The MICC Fort Stewart requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: 40' X 60 ' Tent will come with lights, flooring, HVAC, generator power supply and 2 doors. Contractor may secure tent into the ground. Stakes may be used to secure tents. Temperature required is 70-75 degrees Fahrenheit. Flooring must be raised off of ground., 2, EA; LI 002: Portable Latrines. The latrines will be serviced daily. Location of latrines will be determined on site., 20, EA; LI 003: Garbage Dumpster. The contractor will provide two (2) 10-yd dumpsters for waste. The dumpsters will be serviced every day. Location will be determined on-site., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.UnisonMarketplace.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Stewart intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Stewart is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offerers that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. Sellers shall deliver the products on the own conveyance to the location listed on the purchase order. No partial shipments unless otherwise specified at time of order. Crestwood, KY FAR 52.212-2 Evaluation of Quotes�Commercial Items ADDENDUM. This addendum replaces provision FAR 52.212-2 in its entirety. (a) The Government will issue a purchase order resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered, in accordance with FAR 13.106. The following factor(s) shall be used to evaluate offers: Factor A. Technical (Must meet requirements outlined in PWS) Factor B. Price The Government will evaluate the acceptable quote to ensure a fair and reasonable price by using one or more of the following price analysis techniques: a. Comparison of proposed prices received in response to the solicitation b. Comparison of proposed prices with the Government estimate. c. Comparison of proposed prices with available historical information. Factor C. Past Performance a. An assessment of the past performance information will be made to determine if it is recent. To be recent,the effort must be ongoing or must have been performed during the past three years from the date of issuance of this solicitation. b. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine its relevancy to the project being procured under this solicitation. To be relevant, the effort must be similar in nature, size, complexity and scope. c. The Past Performance Factor will be assigned �Acceptable� or Unacceptable� rating. An offeror whose quotation demonstrates no past performance will be rated �Unknown"" .Note 1: To be determined responsible, a prospective contractor must meet FAR 9.104-1 General standards.
