- Pre-solicitation amendment on 10/16/2020 adds a conceptual design one-page document. See attached PDF for the formatted pre-solicitation announcement. The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the beta.sam.gov website. The entire solicitation package will be available in Adobe PDF. Paper copies of the solicitation when issued will not be made available. Vendors can search for opportunities and award history on https://beta.sam.gov/ without registering. The beta.sam.gov website has an Interested Vendors List and a Watch list where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are asked to register for this project at the website to ensure they are notified of amendments and other changes to the synopsis or solicitation documents. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. The System for Award Management (SAM) is an on-line Internet system. Using SAM, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits the contractor by allowing them to maintain an accurate and complete record. The SAM site can be found by going to http://www.sam.gov. If you need technical assistance with SAM.gov, go to the SAM Home Page and click on the Help link. You are required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Solicitation Proposed Issue Date: Estimated issuance on or after October 13, 2020. Title of Project: Grand Teton NP - REHABILITATE MORAN WATER TRANSMISSION LINES & REPLACE MORAN WELLS Description: Replacement of a water system in Moran in Grand Teton National Park. The primary work of this contract will include, installation of a well house, water lines, wells, sewer lines, as well as demolition of existing components. The basic requirements of this construction include the following scope items: - Installation of two new wells - Installation of water mains and well supply lines: 8-inch main transmission line, 4-inch well supply lines, and an 8-inch distribution line - Installation of three fire hydrants - Installation of water service connections - Connection of new lines and replacement of old lines around the existing gravity water storage tank - Installation of one air valve vault to serve the 8-inch and 4-inch line - Installation of a trenchless section of line under the highway - Installation of a new well house - Installation of all electrical and SCADA components for wells and well house - Replacement of sewer service lines and manholes - Paving and sitework improvements Location of Work: Grand Teton National Park, Teton County, Wyoming Type of Procurement: A negotiated firm-fixed contract will be awarded in response to the solicitation. The government will consider an offeror's technical capability in comparison to its price. Project Magnitude: Between $1,000,000 and $5,000,000 Time for contract completion: The period of performance will be to complete the entire work ready for use not later than 7/1/2022 assuming the successful offeror receives the notice to proceed by 3/1/2021. This procurement is being solicited as Women-Owned Small Business (WOSB) set aside. The small business size standard for NAICS 237110 Water and Sewer Line and Related Structures Construction is $39.5 million. Site Visit A site visit will be held for this project during the pre-solicitation phase or the solicitation phase depending on the solicitation release date. This will be the ONLY SITE VISIT for this project. If you will be attending the site visit/industry day, please RSVP to molly_lynam@nps.gov at least 24 hours in advance.
