- The basis of award is stated as best value ; however, the RFQ does not identify the criteria by which best value will be determined, i.e. for commercial items it all contractors are proposing the same commercial item what constitutes best value other than price? The government cannot use Best Value and LTPA at the same time, so which one? What is the government trading off if the government is using best value? In accordance to the technical approach as stated in the solicitation, a best value determination will be made utilizing Price, Past Performance and Technical capabilities. Best Value under FAR part 13.106-1(2)(ii) states: (ii) Contracting officers are encouraged to use best value. The FAR s definition of best value means the expected outcome of an acquisition provides the greatest overall benefit in response to the requirement. The rules give COs the latitude to go with a higher price based on best value considerations, with no restrictions on what best value consideration have to be. In review of the evaluation process Under FAR 13.106-2(b)(3}, Offers will be evaluated by comparing two or more offers in response to this RFQ. What does this entails? Price will be evaluated for fairness and reasonableness, Past performance will be evaluated in accordance with FAR 13.106 and Technical will be based on the equipment s salient physical, functional, or performance characteristic specified as brand name or equal. Additional the solicitation also states the Government reserves the right to consider a response that offers more than the minimum requirements and select that response if it provides the best benefit to the Government. The solicitation also states the Government also reserves the right to accept other than the lowest price offeror that provides additional benefits to the Government. At no time does the solicitation states that this is a LPTA solicitation. Bobcat E50 Compact Excavator This would be the same as E50r2 shown above. Yes Should we delete Bocat E50 Compact Excavator? If is a duplicate yes Please can the government define what is basic model ? Pertaining to the government answers. Basic model means that it meets the minimum requirement requested. If a 2 x 4 utility vehicle is requested and no additional information such as enclosures, AC/heat, radio, is requested, the expectation is that the Government will receive a 2 x 4 utility vehicle without these additional features. If the 2 x 4 utility vehicle basic model comes with these features expectation is that the Government will receive a 2 x 4 with the associated features. Bobcat 559 T4 Wheeled Skid Steer This is not a bobcat model. Possibly you mean an S595 wheeled skid steer? The models have changed and would now be an S66 wheeled skid steer. Again would you like it open or closed cab and what for attachments shown? Basic model. Please reference question 3 The government didn t answer the question your Bobcat 559 T4 Wheeled Skid Steer is not a bobcat model? Please advise? Understood the model should reflect an S66 wheeled skid steer. Please provide pricing accordingly. Bobcat A770 T4 The A770 is an all wheel steer skid steer loader that has been discontinued. We do now have a small articulating loader available. This would be an L23 or L28. Much smaller than the A770 was though. NOT a direct replacement. Please provide a brand or equal You didn t answer the question. Pick which one the government wants then request brand name or equal. So all potential bidders can have the opportunity to bid on the same item. So can the government please help us by answering the question? As stated, the Government understands that the bobcat A770 T4 has been discontinued. Please provide pricing for one that meets the salient physical, functional or performance characteristics that are similar/equal to. The Government may consider an alternative. Is it the government intent to amend the solicitation to fix the CLIN structure 0001 and add 0002, 0003, 0004, 0005 so that all potential bidders can provide numbers for the same clin since the government currently have one CLIN 0001? Per the Price Schedule associated CLINs will be specified for each accessory, add on, warranty consideration, maintenance availability, and FOB destination cost after award. Offerors are to provide a copy of the submitted spread sheet to include the salient physical, functional or performance characteristic specified as brand name or equal for each equipment. Is it the government intent to correct/update the equipment list since there are so many questions and deletes of equipment? It will make the solicitation less ambiguous and clear on what equipment industry needs to provide pricing? Is the government intent to extent the solicitation since industry is have a hard time comprehending the government needs vs suppliers inventory? Suppliers doesn t understand government needs and seeks massive clarification? Solicitation has been extended until the 23rd of October 12:00 EST. Interested Offerors are to disregard the current equipment spread sheet provided and utilize the current spread sheet titled New equipment list in the amendment.
