Description
There is a site visit� planned for 21 October,2020 at 9:00 AM� Contact the POC to RSVP and to coordinate access to the Air Force Academy. Combined Synopsis/Solicitation: ATHLETIC DEPARTMENT INDOOR TRACK BANNERS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued.� This solicitation is issued as a request for quotation (RFQ) in accordance with FAR part 12 & part 13.5 under solicitation number FA700021Q0002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01, effective 1 October 2020. The associated North American Industry Classification System (NAICS) is 314999, the Product Service Code (PSC) is 8345[WTJCUU1C1]�. �It is anticipated that a Firm-Fixed Price (FFP) purchase order will be established with one, some or no quoter(s). This acquisition is a small business set-aside.� All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, United States Air Force Academy (USAFA).� The Government bears no legal liability for the costs associated with preparing a quote.� Vendors should not submit a quote unless they are willing to absorb all costs associated with submitting a quote.� The Government will not consider any quotes that contain used, reconditioned, refurbished, gray market, or liquidated stock. Before submitting a quote, please read the instructions in the addenda to FAR 52.212-1, Instructions to Offerors- Commercial Items, listed below.� It is the quoter�s responsibility to ensure their quote meets all the requirements identified herein. I.� DESCRIPTION OF REQUIREMENTS Produce and install track championship branding on east wall overlooking Multi-Purpose Area Indoor track in the Cadet Field House. Replaces and complements existing banners on east wall. Rendering attached accurately shows size and scope of project, banner design and properly-licensed logo�s on each TBD in proposal. Line Item 0001: Indoor Track banners and parts in accordance with the statement of work 1 set of 4� �NCAA� and �Olympic Rings� logos with laminated vinyl prints on faces and 4ft high, solid black, 1/2� thick, PVC letters �CHAMPIONS� 7 - 120�w x 132�h vinyl banners with pole pockets top and bottom. Pole pockets shall be 3� to fit minimum 1� diameter aluminum poles to hold the banners in place, wrinkle free. Top and bottom poles to be provided with installation. Both top and bottom poles will be fastened to the wall to allow a 3� space between banner and wall using a curtain rod type assembly. 1 set of 2ft high, solid black, 1/2� thick, PVC letters �1ST TEAM ALL-AMERICANS� 22 - 78�h x 72� vinyl banners with pole pockets top and bottom. Pole pockets shall be 3� to fit minimum 1� diameter aluminum poles to hold the banners in place, wrinkle free. Top and bottom poles to be provided with installation.� Both top and bottom poles will be fastened to the wall to allow a 3� space between banner and wall using a curtain rod type assembly. All lettering and font on banners shall be �Air Corps� font.� Banner lettering shall be printed on the vinyl. Line Item 0002: Indoor track banners Labor & Installation in accordance with the statement of work. Installation includes mounting hardware for everything listed above. All hardware provided for installation shall be non-corrosive and support the weight of the banners and poles being installed.� All installation will be mounted on the metal wall panels existing (photos of existing metal wall panels attached). Exposed pole assemblies shall be painted Passive Gray (Sherwin Williams 7064). Contractor will coordinate and provide for the use of a 60' lift support needed for installation requirements. Contractor proposal shall include details on the fastener types and pole and fastener assemblies for all installations. USAFA/AD will provide high resolution images following award. Contractor is required to produce a draft image of each banner for AD approval prior to production. This requirement is for a Purchase Order, with the line items above representing the USAFA Athletic Department requirements. Note:� The Government will not provide IUID labeling. Delivery:� Delivery must be F.O.B Destination to U.S. Air Force Academy, CO 80840. It is USAFA�s preference/intent to acquire only domestic end products per the Buy American Statute (41 USC Chapter 83), except as provided in FAR 25.103.� Foreign offers will be evaluated per DFARS 225.502 when comparing domestic and foreign offers.� This requirement is for commercial off-the-shelf items; therefore the manufacturing country of origin will determine if the quoted product is foreign or domestic. The Buy American � Balance of Payments Program Certificate (DFARS 252.225-7000) must be completed and submitted with the quote; this provision is included in Attachment #2 of this solicitation. Inspection/Acceptance:� The Government will inspect and accept supplies at the Government�s location, U.S. Air Force Academy, CO 80840.� Payment on invoices cannot be made until the Government has accepted the supplies.
