Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to prepare a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,"" with Sikorsky Aircraft Corporation, a Lockheed Martin Company. The purpose of the CJ&A is to authorize and approve the issuance of orders under Basic Ordering Agreement (BOA) # N00019-19-G-0029 for the procurement of products and services required to integrate and obtain Federal Aviation Administration (FAA) certification for updates�to the VH-92A� Mission Communication System (MCS). The Government requires Sikorsky, as the Original Equipment Manufacturer (OEM) and FAA Amended Type Certification (ATC) holder for the VH-92A�, to integrate aircraft modifications required for Government designed and developed updates to the MCS Technical Data Package, create a certification plan for updates to the VH-92A� ATC, coordinate with the FAA Organizational Delegated Authority to obtain approval for the updated VH-92A� ATC, and retrofit the VH-92A� aircraft with the approved design solution to include procurement of hardware and software. Sikorsky, as the OEM of the VH-92A� is the only known source with the knowledge, experience, expertise, and necessary proprietary data required to perform this effort. The Government believes no other firm possesses the required proprietary data and expertise on this effort. However, responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the VH-92A� Program and must include personnel/resources specifically qualified to provide the supplies and services described herein. The capability statement must include the approach to accomplish this effort for the VH-92A� Program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
