Description
Estimated value of $500,000.00. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, a contract with Aechelon Technology for the procurement of the following: Increased software capability to support the HC-144B aircraft trainer on quantity of two (2) total Aechelon PC-NOVA Nucleus Image Generators (IGs) and two (2) Aechelon PC-NOVA Nucleus radar modules delivered to NAWCTSD in Orlando, Florida. The Aechelon PC-NOVA Nucleus Image Generator will provide Coast Guard aircrews with a high fidelity image generator for aircraft sensors that will include visual, infrared, electro-optic, and night vision device replication of various ship, aircraft, and human models. This hardware solution allows the trainee to leverage existing Minotaur software and train in an all-in-one low footprint environment while only utilizing a 4U rack space. The Aechelon PC-NOVA solution will also maintain compatibility with the Coast Guards flight station simulator used for pilot training. Additionally, Integration Support (IS) for the newly fielded IG devices radar modules and technical data is required. The preponderance of work will be accomplished at a classification level commensurate with the Poseidon P-8A, Triton BAMS, CH-47F, USSOCOM Combat Mission Simulators (CMS), US Navy MH-60S, MH-60R, USMC KC-130J, AH-1W Cobras, CH-53E CFTD, CH-53E WSTs, MV-22s Aircraft Programs. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This synopsis is not a request for competitive proposals. It is a notice that outlines the Governments intent to contact on a sole source basis with Aechelon. All responsible sources may identify their interest and capability to respond to the requirement, by providing capability statements. However, the Government will consider all interested sources received within 15 days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. No solicitation document is available. If no affirmative written response is received, the contract will be awarded without further notice prior to award.
