Description
The subject DLA Troop Support procurement is for disposable Protective Coveralls with Hood and Boots in the following sizes and quantities: Small/Medium - 8,773 cases Large - 5,808 cases Extra Large - 21,999 cases 2X � Large - 20,400 cases 3X � Large - 11,611 cases Total Cases - 68,591 *Note: 1 Case= 25 each Coveralls The acquisition will be issued on an unrestricted basis and conducted in accordance with FAR 13.5 ��Simplified Procedures for Certain Commercial Items.� The solicitation will result in the issuance of a firm-fixed price, definite quantity contract. Best Value, Trade-Off Source Selection Procedures will be utilized to evaluate proposals.� The technical factors include (I) Passing Performance Characteristics and (II) Best Delivery Schedules.� For the first factor (Passing Performance Characteristics), offerors shall provide their commercial disposable protective coveralls performance characteristics to address Technical Factor I.� The performance characteristics will be identified under the Salient Characteristics for Commercial Disposable Protective Coveralls within the forthcoming solicitation and are also listed below for reference.� Offers will be rated on a pass/fail basis.� To receive a PASSING RATING for Technical Factor I, offerors shall provide passing test results meeting or exceeding the performance characteristics.� Any performance characteristic test data not met or not provided will result in a FAILING RATING for Technical Factor I.� Failure to meet any of the stated performance characteristics as set forth will result in an overall failure for this technical factor and rejection of the entire proposal.� Salient Characteristics: The disposable protective coveralls are Personal Protective Equipment (PPE).� The disposable protective coveralls intended use is by COVID-19 test administrators, test analyzers, laboratory technicians, patient care providers and other personnel in high risk environments.� The disposable protective coveralls shall be a one piece white garment with a single zipper for entry and exit and shall come with a hood and sock/boot that fits snuggly to the coveralls.� The hood shall allow for proper fitting and use of a Power Air Purifying Respirator (PAPR) and the sleeves shall allow for proper fitting of gloves.� The ends of the arms and legs shall securely fit to the wrists and ankles of the individual wearing the PPE. The following are the primary performance characteristics: White Disposable Protective Coveralls Single use Barrier Protection Made of fabrics and seams that pass at a minimum AATCC 42 ? 4.5 g Made of fabric and seams that pass at a minimum AATCC 42 ? 1 g and AATCC 127 ? 20 cm H20 or EN 20811 ? 20 cm H20 Made of fabric and seams that pass at a minimum AATCC 42 ? 1 g and AATCC 127 ? 50 cm H20 or EN 20811 ? 50 cm H20 Made of fabric and seams that pass at a minimum ASTM F1671 or ISO 16604 ? 14 kPa Pass NFPA 1999 coverall minimum performance requirements Pass EN14126 coverall minimum performance requirements (all types, all classes) Natural Rubber Latex Coveralls that contain natural includes the latex caution statement CFR 801.437, �THIS PRODUCT CONTAINS NATURAL RUBBER LATEX WHICH MAY CAUSE ALLERGIC REACTION.� Offerors shall provide proof of meeting applicable standards as noted above, in their proposals. Offerors shall demonstrate conformance to the applicable performance requirements as noted above by either 1) Manufacturers declaration of conformity or 2) ISO 17025 accredited laboratory declaration of conformity (please indicate which requirements are met and by which method). Offerors shall provide a diagram, drawing or photograph of the product being offered. For second factor, Best Delivery Schedule, offerors shall submit their proposed delivery schedules to meet the solicitation�s quantity for all sizes of Disposable Protective Coveralls that meet the Salient Characteristics within the solicitation.� While a suggested time frame of 90 days after date of award for all sizes is identified as the government�s goal for this urgency award, vendors can submit alternative schedules.� To be considered for an award offerors SHALL meet the requirements of Technical Factor I and complete the fill-ins for: its Minimum quantity and complete the delivery schedule table that will be found in Section L of the forthcoming solicitation with its proposed delivery of the total quantity of 68,591 cases to be considered for an award.� This factor will be rated on an adjectival basis; ratings include Outstanding, Good, Acceptable, Marginal, and Unacceptable. Deliveries will be made to SD0131 Travis Association for the Blind. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after November 5, 2020. All offerors MUST be registered in SAM in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.� Solicitation will be posted on https://www.dibbs.bsm.dla.mil/, however instructions for submitting offers will be provided within the solicitation remarks of the solicitation as offers submitted solely for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their System for Award Management (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
