- ***Update - Notice edited to better define the requirement*** The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Fort Meade, Maryland intends to modify and negotiate a sole source contract action with Government Contracting Resources, Inc. (GCR) CAGE Code 0MRL5, 315 Page RD Box 7 FL 2 BLDG 2, Pinehurst, NC 28374. This contract action will add decontamination services, and preventative cleaning services as a result of the Novel Coronavirus SARS-CoV-2/COVID-19 event to an option period on the Base Operating Support (BOS) Services contract HC1028-15-C-0013. A sole source Justification & Approval document is being coordinated and, upon approval, a copy will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is to�add janitorial and decomination�services for up to six�(6) months, starting November 3, 2020. The Government requires a the company to be on-site, at DISA HQ located on Fort George G. Meade, and coordinate Janitorial and COVID-19 cleanings as they are developed immediately. Janitorial preventative cleanings will be daily and the frequency is provided below. Additionally the company needs to have a facility clearance level at Secret, and must provide personnel with secret clearances. The Government will not escort any personnel that are used for the cleanings. The company must have experience with the facility and location in order to�transition by the need date. The objectives are the following: Clean and disinfect areas within facilities that person(s) suspected of or with confirmed COVID-19 have visited; Collect and dispose of bagged refuse placed outside the door areas within facilities used to house person(s) under quarantine either with or without COVID-19 following the guidelines of ""Interim Cleaning Recommendations for Facilities Housing Persons Under Quarantine for Coronavirus Disease 2019 (COVID-19), Updated February 29, 2020 �Cleaning and disinfection services� shall comply with 29 CFR-1910 and the Centers for Disease Control and Prevention (CDC) recommendations; Janitorial� special cleaning services to include: Wipe down of the handles and doors throughout the building (3 times per day), Elevator cabs and touch pads (1 time per day), Railings in the stairwells (3 times per day), SCIF entry handles (4 times per day), Break room surfaces (1 time per day); Wipe down customer service counter tops; Clean and disinfect restroom surfaces and provide additional daily cleaning to include: toilet and toilet bowl cleaning, urinal cleaning, sink, faucet and sink countertop cleaning, mirror cleaning, and mopping the floor. At this time, GCR is the only known capable source�that�has experience with the DISA HQ�building and has existing janitorial staff in place to efficiently conduct the additional cleanings. Additionally, GCR is already located on-site and had the necessary clearance to coordinate all decontamination cleanings immediately.��The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. Any respondent must also provide evidence of being able to start immediately, without a transition period, and with the proper security clearance levels for personnel and its facility.�No reimbursement for any cost connected with providing capability information will be provided.� All responsible sources will be considered in evaluating the determination to issue a sole-source contract. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.
