- Sources Sought � Market Capability Survey Title of Work: White River Backwater Seepage The US Army Corps of Engineers, Memphis District, is seeking capability statements from all Women Owned Small Business (WOSB/EDWOSB) sources with the capabilities and experience to perform the following work: Project Description: �The work consists of furnishing all plant, labor and materials for the construction of 71 new relief wells to include drilling, installation and testing of new relief wells and related equipment; drilling and sampling of 71 pilot holes and performing laboratory soil sieve tests; clearing and grubbing; removal of existing fences; miscellaneous grading around relief wells; obtaining fill material from a riverside borrow pit; constructing a seepage berm with dimensions of approximately 150 feet wide, 3,000 feet long, and thickness varying from 6 to 8 feet (at the levee toe); modifications to existing collector ditches; constructing new collector ditches to convey the well discharge flows; installing a new 18-inch culvert; establishment of turf; environmental protection; and any other incidental related work according to the specifications and plans. The project limits are from approximately Station 12/40+00 to 15/28+00 on the White River Backwater Levee as shown on the plans. North American Industry Classification System: 237990����� Small Business Size Standard: $39.5M Acquisition Strategy:� The final acquisition strategy to be determined after analysis of responses. Pricing is Firm Fixed Price.� Work Location: The work shall be located at Phillips County, AR and Desha Country, AR, approximately as indicated. The exact location will be indicated on the contract drawings. Requirement: EDWOSB concern or WOSB concern firms responding to this announcement are requested to demonstrate in writing its capability to perform the work for this project by addressing the following items: (1) Provide the Firms name, address, firm size and socio-economic status. (2) Provide examples (minimum of two) of projects similar in nature to the work in the above project description your firm has performed in the past�6 years. Each example should include a detailed project description, location, the dollar value of the project, the beginning and end date of the project. These projects should be relevant in terms of size, scope, and complexity.� Experience in demolition, culvert layout and construction, cofferdam layout and construction, clearing/grubbing, excavation, embankment placement and compaction, access and haul road layout and construction, gravel resurfacing, environmental protection, and storm water pollution prevention, culvert replacements; single, double and triple barrel reinforced concrete box culverts. �(3) For the relevant example projects requested in item (2), indicate whether your firm was the prime or Sub-contractor.� If the prime, indicated what percentage of the work you performed. �If the firm was a subcontractor, identify your role in the contract and explain the relevancy of the role.� Also provide copies of performance rating for projects submitted and resume of key personnel. (4) Provide a list of the firm�s current on-going projects, the bonding amount and the expected completion dates.� Also include the name, point of contact, and phone number of the prime contractor�s bonding company. (5) �An EDWOSB concern or WOSB concern eligible under the WOSB Program that has been certified by a SBA approved third party certifier, (which includes SBA certification under the 8(a) Program), must provide the following award eligibility requirement documents- (i)� The third-party certification; (ii)� SBA�s WOSB Program Certification form (SBA Form 2413 for WOSB concerns eligible under the WOSB Program and SBA Form 2414 for EDWOSB concerns); and (iii)� The joint venture agreement, if applicable.
