- The Naval Air Systems Command (NAVAIRSYSCOM) Program Executive Office, Unmanned Aviation and Strike Weapons, PEO(U&W), Patuxent River, Maryland, announces its intention to establish and issue orders under two Basic Ordering Agreements (BOAs), one with Insitu, Inc., 118 E. Columbia River Way, Bingen, Washington and the other with Textron Systems Corporation, 124 Industry Lane, Hunt Valley, Maryland, providing UAS ISR services for the Navy and Marine Corps Small Tactical Unmanned Aircraft Systems (STUAS) Program Office, PMA-263, in support of the Department of Defense (DoD) and Other Government Agencies (OGA). NAVAIR�s intent is to award orders for unmanned air systems (UAS) intelligence, surveillance, and reconnaissance (ISR) operations to Insitu and Textron based on limited source competition. It is anticipated that these services will support domestic and coalition military partners in combat and contingency operations. The types of services to be procured include but will not be limited to land-based and sea-based UAS ISR operations to provide reliable delivery of sensor data. The Contractors will be responsible for resources to produce sensor data, such as trained personnel, non-developmental UAS equipment, certifications, operation and maintenance, spares, and product support. Contracted services will be in direct support of ISR missions requiring around the clock imagery and other sensor capability in support of those missions, on a normal and surge basis, day and night, 24 hours a day, seven days a week. NAVAIR anticipates issuing orders based on limited source competition through FY26.�� Insitu, Inc. currently operates the ScanEagle UAS and Textron Systems Corporation currently operates the Aerosonde UAS to perform land-based and sea-based ISR services in support of PMA-263. This requirement will be procured in accordance with FAR 6.302-1 - Only one or a limited number of responsible sources is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Award to any other source would result in significant schedule delays preventing the Navy from supporting requirements for multiple combatant commands in time to meet necessary deployment dates and avoid a gap or late start to UAS ISR operations. This synopsis is published for information purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
