- This notice is being posted as an avenue to provide Request for Quotes, W912HN21Q5002. This is a combined synopsis/solicitation for commercial services in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be procured as 100% Small Business Set-aside. The NAICS Code is 518210 with a size standard of $35,000,000.00. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-09. Title of Requirement: Twin Pines Comment Analysis Description of Requirement: Comment evaluation, analysis, consolidation and storage, of over 30,000 public comments received in regards to a USACE Permit Application via a variety of avenues such as email, regular mail and during virtual public meeting, details listed in the attached Statement of Work. Education and support of data storage system and hosting and storage of data. Please see the detailed Statement of Work attached for the full description of the requirement. Submission Requirements: Fill out pages 3-5, in addition to Past Performance and Schedule (see below text for details); and return via email to ARCIA.E.FUSI@usace.army.mil by NOVEMBER 10, 2020 at 12:00 p.m. Eastern Time. Please CC Whittni C. Hiscox at Whittni.C.Hiscox@usace.army.mil. Basis for Award: The award will be made to the lowest priced, technically acceptable, responsible, responsive quote, with a responsibility determination that meets or exceeds the product specifications. This is in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation � Commercial Items, and FAR 9.104. Technical acceptability will be determined on the basis of: Past Performance and Schedule. The award will be made to the lowest priced offeror who is deemed technically acceptable. Past Performance information shall demonstrate relevant past performance for one project in which the contractor has successfully executed review and analysis of comments for any local, state or federal agency, between 5,000 and 100,000 in quantity. Past Performance information shall not exceed 1 page in length and shall include customer reference Point of Contact information. Schedule submissions may be submitted via PDF or MS Excel format and shall not exceed 2 pages in length. Schedule submissions should demonstrate all major milestones from award through final deliverable, including the Option. To be determined as Acceptable for past performance, the project submitted must meet the criteria listed above and performance must be considered no less than Satisfactory. To be determined as Acceptable for schedule, you must submit a schedule that meets the criteria above. The Government reserves the right to cancel this solicitation.
