- The Department of Homeland Security (DHS) , Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Acquisition Division (CWMDAD) is issuing a DRAFT Request for Proposal (RFP) #70RWMD20R00000015 to establish a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Radioisotope Identification Devices (RIIDs) in accordance with the attached Statement of Work (SOW). Interested vendors are encouraged to provide feedback and comments in response to this draft RFP. Comments shall be submitted using Attachment 4. Comments shall be received by 10:00 AM Eastern Time on September 25, 2020. Interested vendors shall submit comments to the Contract Specialist, Ronald Miles, at Ronald.Miles@hq.dhs.gov and the Contracting Officer, Annemarie Spence, at Annemarie.Spence@hq.dhs.gov. PRE-SOLICITATION CONFERENCE NOTICE A pre-solicitation conference will be held to review the submission criteria and answer questions regarding this procurement. The pre-solicitation conference will provide an opportunity for Offerors to ask clarifying questions, obtain a better understanding of the requirements, and/or notify the Contracting Officer of any ambiguities or inconsistencies in the draft RFP. The pre-solicitation conference is not mandatory, but Offerors are strongly encouraged to attend. The pre-solicitation conference will be held on Wednesday, October 28, 2020 EST via Microsoft TEAMS. To register, please contact the Contract Specialist, Ronald Miles at Ronald.Miles@hq.dhs.gov and the Contracting Officer, Annemarie Spence at Annemarie.Spence@hq.dhs.gov no later than Monday, October 23, 2020 by 4:00 pm EST. In your registration request please provide your company name along with the name and email addresses of each attendee. A meeting invite will be sent to all registrants prior to the pre-solicitation conference. Registration details will be posted. Note that where any discrepancy exists between a verbal response and a written response to a question, the written response shall supersede the verbal response. POST PRE-SOLICITATION CONFERENCE The conference slides can be found in the ""Attachments/Links""�tab.�This includes the draft RFP questions and answers covered during the presentation. Additional questions�shall be submitted by 4:00 PM�Eastern Time on Friday, October 30, 2020.
