Description
The U.S. Army Contracting Command New Jersey on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS) are seeking interested and qualified sources with the capability to build prototypes, conduct Non-Recurring Engineering, Design, Development, Manufacture and Test, and produce low rate quantities for Small Caliber ammunition as follows, but not limited to: 5.56mm, 7.62mm, Cal .50, 9mm, 6.8mm and sniper ammunition.� Efforts may include but are not limited to:� fabrication and assembly of small caliber ammunition and components, comparison testing, modeling and simulation, packaging, modifications to small caliber munitions, loading and testing propellant and explosives, tool and equipment design, firing and testing small caliber munitions, and limited production quantities. SPECIFICATIONS:� Small Caliber munitions and/or components shall be manufactured to Government owned Technical Data Packages (TDPs), drawings, and specifications, which will be Distribution D (distribution authorized to the Department of Defense and U.S. DoD Contractors only), or F (further dissemination only as directed by PM-MAS or higher DoD authority).� The Government does not intend to provide TDPs, drawings, and specifications for market research purposes, however, please be reminded that a DD Form 2345 Militarily Critical Technical Data Agreement, certified current by the U.S. and Canada Joint Certification Office (JCO), and a Non-Disclosure and Non Use Agreement will be required prior to release of the data. PLANNED ACQUISITION:� The anticipated procurement will be a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with either Cost Plus Fixed Fee or Firm Fixed Price delivery/task orders for FY22-FY27.� The Government anticipates making one or more contract awards. SUBMISSION INFORMATION: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. This is a market survey for planning purposes only. Please be advised that the Government will not pay for any information submitted under this announcement. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. Any of the information stated above is subject to change. If a formal solicitation is generated at a later date, a separate solicitation notice will be published.� Respondents will not be notified of the results of this survey or results of information submitted nor will the information be returned. Electronic submittals are required.� All interested sources shall respond by providing the Government the following information: - Name of company, address, CAGE code, business size information. - POC's Name, telephone number and email address. - A summary of the company's capability, description of facilities, equipment, � manufacturing process, inspection capability, engineering skills and personnel. - A summary of any partnerships and teaming arrangements. Respondents must demonstrate that they have the capability and necessary facilities for producing test quantities of small caliber munitions and are staffed with both production and development experts. Respondents must also demonstrate the ability to conduct ballistic testing. If a respondent does not have these resources (technical, manufacturing, personnel, facilities etc.) available, then it must describe and demonstrate its ability to obtain these resources in a timely fashion. All potential producers interested in this opportunity must be registered in the System for Award Management. If a respondent chooses to utilize the services of vendors or subcontractors, those vendors or subcontractors must also meet the same criteria.
