Description

(i) This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. A WRITTEN SOLICITATION WILL NOT BE ISSUED. ***** (ii) This solicitation is issued as Request for Quote #140P4321Q0001. NOTE: The Interested Vendors option through beta.SAM is not functioning for Department of the Interior solicitations at this time. If a vendor selects that beta.SAM function, the Issuing Office will not have access to the list of Interested Vendors. Interested Vendors are urged and expected to check beta.SAM often for changes to the solicitation and for the Award Notice. The ""Follow"" button function in beta.SAM should aid Interested Vendors in staying abreast to any changes to the solicitation on beta.SAM. ***** (iii) The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-09 (the most recent FAC number can be found at http:// www.acquisition.gov/far/.). ***** (iv) The proposed contract is 100% set-aside for small business concerns. NAICS code: 561730, Landscaping Services, (https://www.census.gov/eos/www/naics/); Small business size standard: $8.0 million. (https://www.sba.gov/contracting/getting-started-contractor/make-sure-you-meet-sba-size-standards/table-small-business-size-standards). All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). ***** (v) Refer to the price schedule on the attached Standard Form 1449 (SF1449), Solicitation/Contract/Order for Commercial Items, for a list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). ***** (vi) Description of requirements for each line item: See Attachment 0001, Scope of Work with Attachment A for the technical requirements and list of trees to be serviced. On October 7, 2020, Minute Man National Historical Park (MIMA) suffered extreme damage as a result of a ""Derecho"" which hurricane-force winds toppled dozens of mature trees, some as large as 48"" trunk diameter. The park requires services of hazardous tree removals within the park land in Concord, MA 01742; Lincoln, MA 01773; and Lexington, MA 02421. The project will address the removal or pruning of hazardous trees and limbs following this extreme weather event and associated failure that has resulted in health and safety concerns. In some locations, as specified in the list of ""actions"", stump grinding is necessary to ensure the safety of mowing equipment operators. Services shall include, but not be limited to, the furnishing of all materials, labor, equipment, tools, transportation, superintendence, qualified Arborists, and craftspeople to complete all work described herein. The MIMA Contracting Officer's Representative (COR) will be responsible for determining a site work schedule that will not impair cultural, natural, and archeological resources. The Contractor must respond within ten (10) days of being notified of favorable conditions and commence work. Favorable conditions will include, but not limited to dry weather, and when disturbing natural processes is not a factor. The Contractor will be notified by phone with follow up correspondence confirming favorable conditions. All work shall be under the direction and general on-site supervision of an Arborist(s) certified by The International Society of Arboriculture (ISA) or equivalent state certification who possess verifiable experience and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards. ***** (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The Period of Performace is completion within 90 days of award and the services are required within Minute Man National Historical Park (MIMA) in Concord, MA 01742; Lincoln, MA 01773; and Lexington, MA 02421. ***** (viii) FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
