- STATEMENT OF WORK 3D Printer/Handheld Scanner System BRAND-NAME OR EQUAL BACKGROUND The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Department of Veterans Affairs, Veterans Health Administration, Pittsburgh VA Medical Center, HJ Heinz Campus, 1010 Delafield Rd., Pittsburgh, PA 15215, has a requirement for a 3D Printer/Handheld Scanner system that offers computer aided design and manufacturing aided design and (CAD/CAM) solutions for the design and fabrication of custom orthotic and prosthetic (O&P) devices. This is a brand-name or equal requirement. The brand-name reference is Spectra + Canfit + Vorum-Essentium O&P Printer. The NAICS Code is 334111. SCOPE OF WORK The vendor shall provide all hardware, software, installation and training necessary for the design and fabrication of 3D printed custom orthotic and prosthetic devices. Vendor shall include a one-year warranty with unlimited phone/email support and software updates for one year. SALIENT CHARACTERISTICS The following are the required characteristics, functional and performance specifications for the requested item: 3D Printer must be designed specifically for functional orthotic AND prosthetic applications. 3D printer and software must be supported by one manufacturer. Not multiple companies for support, training and troubleshooting. 3D printer must be compatible and have the ability to talk to the Handheld Scanner with all the specific specs related to that piece of equipment. 3D printer will need to have multiple nozzle diameters: 0.4 mm, 0.8 mm, Fast-acting nozzle: up to 550C, Build volume: 690 mm X 500 mm X 600 mm , Linear motor drives, 500 mm / sec print speeds Technology must be high speed Extrusion and layer thickness .075 mm to .40mm 3D printer must be compatible with the specific software and have the ability to talk to an Orthotics and Prosthetic carving system. 3D Printer must have the ability to print PPE and have necessary software and training included in purchase. The scanner must use a blue light, rather than a white light or laser, which means that it performs better in clinical lighting conditions, captures a wider range of skin tones, and is completely safe. The scanner needs to capture anatomy during patient movement, unlike other scanners which require the scan to be restarted Scanner needs an accuracy to 0.1 mm Scanner needs to be driven by software, meaning that improvements can be made to the scanner s performance without the purchase of new hardware ALL INTERESTED PARTIES MUST ALSO HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM or by an intermediary distributor authorized by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
