Description

This�fixed-price contract not�competitively awarded.� NAVSEA Acquisition Plan for sole source acquisition�approved other than full and open strategy.� Justification and Authorization Number NW20-04JA authorized solicitation and award to sole-source named Vigor Marine LLC; their Portland, Oregon facility cited as location of performance.��NW20-04JA) cites�10 U.S.C. 2304 (c)�(3), Industrial Mobilization.�� NW20-04JA attached to this notice. In accordance with�Industrial Mobilization authority, Navy intends to expand the existing industrial base of dry-dock shipyards capable of meeting PACFLEET ship repair requirements on the West Coast and maintain properly balanced sources for meeting future requirements of the surface ship maintenance program.� Current supply of NAVSEA certified, West Coast�dry-docks insufficient for USPACFLT during Fiscal Years 2020-2023 at a minimum.�� Work scope of 313 Work Items (WI) including 29 Option Items.��Option Items�expire 30 Sep 20 in accordance with�filled in FAR clause 52.217-7.��Contractor period of performance�is 404 days.� The complexities of this�AVAIL�stem from coordinating over three hundred WIs rather than the nature of the�work. The significant areas of work for labor effort and schedule impact are: a. Tanks � the preservation requirement includes cleaning, blasting, inspection, repair and paint for every tank on the ship.� b. Hull and Superstructure � another huge preservation effort required for the entire hull and superstructure.� c. Combat Information Center (CIC) � modernization WIs for this space require significant access and rigging work.� The Contractor will perform access cuts, remove interferences, and perform rigging to remove existing equipment; and provide temporary services and rigging and other support for the installation of new equipment by Alteration and Installation Teams (AIT).��
