Description
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a sole-source contract with Lotek Wireless, Inc (Lotek), to provide coded radio telemetry transmitters (tags) for a fish passage and survival study at USACE Mud Mountain Dam (MMD), Buckley, WA.� Lotek will provide 100 each Model MCFT2-3A coded radio tags.� The Government has determined this contract to be of critical importance to the operations of Mud Mountain Dam for fish passage and survival in the White River, and that feasible substitutes are not available. REASON FOR SOLE SOURCE ACQUISITION: � The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.1061(b), Only One Responsible Source and No Other Services Will Satisfy requirements. The proposed sole source contractor is Lotek Wireless, Inc. There are two characteristics that make this firm the only one capable of supplying the required items: 1) proprietary frequencies assigned to Lotek by the Federal Communications Commission (FCC), and 2) compatibility with existing equipment. Lotek Wireless is the manufacturer and the only vendor for coded radio-telemetry transmitters required for these fish passage and survival studies.� Lotek receivers and transmitters use a proprietary set of frequencies for their coded radio-telemetry transmitters.� Other radio-telemetry transmitters are available, but they cannot be coded for Lotek receivers because other vendors do not have the ability to obtain the frequencies that Lotek uses.� The specified frequencies are required in order to prevent interference with other studies of the same or similar nature which are being carried out simultaneously in the area by other agencies involved in fish and wildlife management. The frequencies NWP uses allows for the collection of data from fish of specific interest of the USACE listed under the Endangered Species Act (ESA).� If the NWP did not use a unique and dedicated frequency, NWP would not be able to distinguish tagged fish in its studies from fish used for other studies and other agencies.� The mixing of such data would render the resulting data useless.� USACE NWP has previously purchased all the necessary radio telemetry equipment for fish passage and survival studies, including radio receivers, telemetry cables, and all associated equipment. The equipment will be used for the MMD fish passage and survival study. The required Model MCFT2-3A coded tags are compatible with the equipment. These Model MCFT2-3A coded tags have historically been acquired previously from Lotek to use with existing NWP owned radio telemetry equipment for USACE sponsored fish passage and survival studies. At this time, a solicitation does not exist.� All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. *NO PHONE INQUIRIES, PLEASE.
