EDITED TO ADD on 9/10/2020 THE SOLICITATION AND ALL ATTACHMENTS HAVE NOW BEEN POSTED.� PLEASE ENSURE THAT ANY QUESTIONS ARE RECIEVED VIA EMAIL�TO 97CONF.PKA.CONTRACTING@US.AF.MIL BY 25 SEPTEMBER 2020 AT 1300hrs CST.� SOLICITATIONS ARE DUE BY 12 OCTOBER 2020 BY 1300hrs CST. The 97th Contracting Flight, Altus Air Force Base, Oklahoma, intends to issue a Request for Proposal (RFP) for acquisition of a Base Telecommunication Service (BTS) at Altus AFB, Oklahoma.� The BTS consists of the base's Cisco Unified Communications Manager, session boarder controllers, the outside plant (OSP) and inside plant (ISP) systems, network, transmission systems, and other equipment which may include other telephone, fiber optic equipment, and data switches among others. A contractor is needed to operate and maintain all BTS equipment and systems in accordance with (IAW) the original equipment manufacturer's technical manuals and specifications, Department of Defense (DoD) and US Air Force (AF) policy and regulations, and applicable federal, state, and local laws and regulations. Maintaining Voice over Internet Protocol (VoIP) associated components to include VoIP LAN software, VoIP Patch Panels, and VoIP Phones as deployed is also expected.� The contractor is solely responsible for ensuring sufficient personel are assigned to this contract and all personnel are qualified to perform the requirements listed herein, including those required by the Original Equipment Manufactures (OEM) requirements to maintain, install, or operate the equipment covered by the contract. The following key personnel must be assigned for the duration of the award: On-Site Engineer (OSE), Lineman (Inside Plant), Lineman (Outside Plant). These are the minimum personnel requirements as the Government does not intent to dictate the composition of the contractor's team. A Cisco Gold Partner with a Master Specification in Collaboration is required by the contractor, or their subcontractor.� This requirement will begin on 01 April 2021 and will have a 5 year ordering period. This acquisition will fall under the North American Industry Classificaiton System (NAICS) code 517311. The proposed solicitation will be competed amongst 8(a) contractors. This contract will be a subjective trade-off, where tehcnical and past performance, when combined, are significantly more important than price; award will be made based on Best Value to the Government. The Government reserves the right to award a contract to other than the low proposed price. The issuance date for this solicitation is projected to be on 10 September 2020 with an award date no later than 01 February 2021. Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of proposals.��Offerors are further advised that failure to register in the DoD SAM prior to submission of proposal will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediatley in order to be eligible for timely award.
