- The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Isophase Bushings, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 335311, with a Small Business Size Standard of 750 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF21Q0004 will be provided via Beta.SAM https://www.beta.sam.gov on or around 5 November 2020. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The successful bidder shall be required to supply and deliver the listed Isophase Bushing Assemblies to each of the Lower Snake River Dam (Lower Granite, Lower Monumental, and Little Goose Dams). **NOTE:� Drawings are not included in this pre-solicitation.� All drawings will be included in solicitation when published on or around 5 November 2020. �3.0� EQUIPMENT REQUIREMENTS 3.1� T1 Round Through/Seal Off Bushing Assembly (GE T1) Provide a quantity of nine replacement seal-off bushing assemblies to replace our current GE 1-0121C7451G23 seal off bushing assembly. �The bushing assembly shall have the following characteristics: The inner diameter shall be sealed off at 10 5/8� The bolt center diameter of the outermost flange shall be 23 3/8� There will only be 6 bolt holes on the outermost flange, separated by 60 degrees The outer diameter of the bushing shall be a 19� � The bushing shall meet the following minimum salient characteristics: � Rated for use on 10.5 inch round aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Able to withstand a 1 minute 50KV AC dry over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer, porcelain or government approved alternative material �The assembly shall include the insulator and all auxiliary equipment needed to install. �This shall include gaskets, washers, bolts, and all other items. 3.2� T1 Standoff Bushing Assembly (GE T1) Provide a quantity of nine direct replacement bus support insulator assemblies with the characteristics shown in drawing (will be included in solicitation). In addition, the bushing assembly shall meet the minimum salient characteristics: �Rated for use on 10.5 inch round aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Leakage Distance 19.5 inches Rated for 4000 lb cantilever strength at 2 1/2"" above insert Able to withstand a 1 minute 60KV AC dry and dew over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material The assembly shall include the insulator and all auxiliary equipment needed to install the assembly as shown on the drawing (will be included in solicitation). This shall include gaskets, washers, bolts, and all other items. �3.3� T2 Through/Seal Off Bushing Assembly (HK Porter T2) �Provide a quantity of nine direct replacement seal-off bushing assemblies with the characteristics shown in drawing (will be included in solicitation). �In addition, the bushing assembly shall meet the minimum salient characteristics: Rated for use on 6 inch square aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Able to withstand a 1 minute 50KV AC dry over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material � The assembly shall include the insulator and all auxiliary equipment needed to install the assembly as shown on the drawing (will be included in solicitation). This shall include gaskets, washers, bolts, and all other items. 3.4� Isophase Bus End Bell Gaskets �Provide a quantity of fifty end bell gaskets with a splice kit and fifty split cover gaskets as shown in section �x-x� of drawing (will be included in solicitation). �The material for the new gaskets shall be of the type used for gasketing applications. The material shall be resistant to temperatures between -103 to 450 degrees F and shall be UV/Ozone resistant. New gaskets' material shall be closed cell silicone sponge medium density or approved equal. 3.5� Isophase Bus End Bell Insulation �Provide a quantity of ten end bell insulation strips and one hundred insulation washers and sleeves as shown in section �y-y� of drawing (will be included in solicitation). �All items shall meet or exceed to IEEE C 37.23 standard. The insulators shall be made by a manufacturer specializing in the design of insulators for this application. �Submittals:� Submittals must be provided at the time of quote in order to determine technical acceptability of the quoted bushing assemblies.� Submittals shall include any pertinent product data sheets and drawings for each family of bushing assembly.� Drawing details are described below in Drawings. Drawings:��The Contractor shall be required to provide drawings of the bushing assemblies.� The drawings shall include construction material, dimensions, specifications, installation procedures, vendor�s name and phone number and a drawing number.� If available, the drawings shall be provided in electronic format as a Microstation .dgn or AutoCAD .dwg, otherwise .PDF or .TIF files are acceptable. �� Important Note: the Beta.SAM response date listed elsewhere in this synopsis is for Beta.SAM archive purposes only.
