Description
THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this Sources Sought Notice. The purpose of this notice is to conduct market research only. DESCRIPTION OF REQUIREMENT For the Installation and maintenance of a temporary warehouse building needed to hold COVID 19 PPE in support of Togus, ME. THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement is seeking information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely Service Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) in accordance with the requirements of Public Law 109-461. However, all small business owners are encouraged to respond. The Department of Veterans Affairs, Togus Veterans Affairs Medical Center (VAMC) has a requirement for a Contractor to furnish all personnel, supervision, labor, equipment, materials and disposal necessary to perform the following: To lease a semi-permanent structure for the storage of 3-40 pallets of PPE in support of the mitigation of COVID 19. Contract requirements are a lease for 12 months with two additional option years to continue following the first year if needed. Vendor will deliver and completely erect and assemble unit and must be TURN-KEY upon completion, ensuring lights, HVAC, and all systems properly functioning. The vendor must provide training on the buildings use up to 6 hours if necessary. In addition, the vendor must provide contact availability 24/7 in the case of any malfunction and provide repairs if necessary. Vendor will be responsible for any site repairs and maintenance. Prior to delivery, vendor will coordinate with VA Maine on a site visit to review layout and ensure compatibility and location with current plans. Structure will be a 30 x 75 insulated structure that can maintain storage at 64-78 degrees by the utilization of HVAC units compatible with 480V 3-Phase Power. The structure must be anchored down to remain secure during heavy winds. In addition, the walls and ceilings must be able to sustain snow loads and must be insulated. Inside the structure, adequate lighting must be provided. For safety at least two entrance/exit doors must be installed and one of them must be large enough to access with a standard forklift. The main access must have a Roll-Up type garage door. All exits must be marked with EXIT signs and fire extinguishers must be mounted. SALIENT CHARACTERISTICS 30 X 75 semi-permanent structure First year lease option with additional months option. Vendor Installed/erected 24/7 contact availability throughout lease term Vendor Pickup/takedown at lease end Turnkey installation Watertight (Roof, Walls, Doors) o 1-3/8 thick o Tongue and groove construction and section joint seals. Insulated walls o R Value of 13.45 o High Density CFC Free Polyurethane Foam Filled Re-Enforced roof to sustain snow loads Ability to maintain temp between 64-78 for all seasons (2) 25 Ton HVAC units compatible with 480V 3-Phase Power Access doors large enough for a forklift Adequate lighting Maintenance support (Structure and HVAC) Exit Signs at each exit/entrance Fire Extinguishers at each exit/entrance Tied down secured to sustain severe winds Lockable doors Prior Government contract work is not required to submit a response under this sources sought synopsis. The intent of the project is to award a firm fixed price purchase order agreement for one base year and two possible option years. The NAICS Code is 332311 and the size standard is 750 Employees.  This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. Registration may be accomplished at https://www.vip.vetbiz.va.gov/. All interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number); (3) Approximate lead time for delivery of this type of equipment requested in this Sources Sought. (4) proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) (5) include socio-economic status to identify business as being an SDVOSB, VOSB, SB, Woman Owned, etc. and (6) any other pertinent company documentation. The response date to this Sources Sought notice is November 6, 2020 at 4:30 PM EST. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. Electronic submissions are acceptable via cory.dionne@va.gov. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
