Description
This is a Training System Contract (TSC) IV Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) Competition Assessment. Responses received for this notice will serve as consideration for the Government�s decision to fulfill this requirement under a set-aside or full and open basis under the TSC IV IDIQ MAC, and will follow the TSC IV H.1 Delivery Order Procedures.� Additionally, the requested information will be taken into account for acquisition planning purposes. Any interest in subcontracting opportunities shall be addressed to the TSC IV Prime contract holders. INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL seeks potential sources for the integration of hardware and software into MV-22 training devices identified herein, and software into CMV-22 training devices identified herein.� Tasks include installing, integrating, aligning and validating associated items to ensure proper performance and functionality.� Responses received for this notice will serve as consideration for the Government�s decision to fulfill this requirement under a set-aside or full and open basis under the TSC IV IDIQ MAC, and will follow the TSC IV H.1 Delivery Order Procedures.� Additionally, the requested information will be taken into account for acquisition planning purposes. �PURPOSE The purpose of this effort is to integrate V-22 Tactical Systems Software (TSS), aircraft changes, and technical improvements into V-22 flight training devices in order to achieve device concurrency with the aircraft, to avoid technical obsolescence, and to improve training capabilities.� The aircraft TSS is developed under the V-22 Avionics and Flight Controls System Engineering and Software Maintenance Support contract and shall be delivered as Government Furnished Software (GFS). �TRAINING DEVICES �The following MV-22 training systems are included in this effort.: (16) 2F200 Containerized Flight Training Devices (CFTDs) � Ser. Nos. 1 through 16. (1) 2F183 Flight Training Device (FTD) � Ser. No 1 (3) 2F182 Full Flight Simulators (FFS) � Ser. Nos. 1, 2, and 3 (1) 2F212 Interactive Cockpit Learning Environment (ICLE) � Ser. No. 1 (2) 2C81 Cockpit Management System Part Task Trainer (CMS PTT) � Ser. Nos. 1 and 2 � The following CMV-22 Training Devices are included in this effort: (4) 2F247 Flight Training Device (FTD) � Ser. Nos 1 through 4 (1) 2F296 Interactive Cockpit Learning Environment (ICLE) � Ser. No. 1 (1) 2C100 Cockpit Management System Part Task Trainer (CMS PTT) � Ser. No. 1 PLACES OF PERFORMANCE The MV-22 Training Devices are located at the following delivery locations: MCAS New River, NC:� CFTD 1, CFTD 6, FTD 1, FFS 1, FFS 2, FFS 3, CMS PTT MCAS Miramar, CA: CFTD 2, CFTD 3, CFTD 4, CFTD 5 MCAS Camp Pendleton, CA:� CFTD 11, CFTD 12, CMS PTT MCB Hawaii/Kaneohe Bay, HI:� CFTD 13, CFTD 14, CMS PTT MCAS Futenma, Okinawa, Japan:� CFTD 7, CFTD 8, CMS PTT MCAF Quantico, VA: CFTD 9, CFTD 10 NAS Norfolk, VA: CFTD 15, CFTD 16, CMS PTT NAS Patuxent River, MD: CMS PTT The CMV-22 Training Devices are located at the following delivery locations: NAS North Island, CA:� FTD 1, FTD 2, ICLE, CMS PTT NAS Norfolk, VA: FTD 3 FDNF (Forward Deployed Naval Forces): FTD 4.� Location is TBD.� For travel estimating and planning purposes, MCAS Futenma, Okinawa, Japan may be used as a surrogate. PROGRAM BACKGROUND Aircraft TSS software changes are currently being integrated on MV-22 flight training devices �through Engineering Change Proposals (ECPs) contracts with the Bell Boeing Joint Program Office (BB JPO).� The last three simulator TSS ECP awards included technology insertion on MV-22 training devices removing the aircraft mission computers and replacing them with emulated mission computer simulation software, and updating the aircraft operating software to maintain concurrency between the training devices and the aircraft. The CMV-22 and MV-22 training devices share a high degree of commonality between hardware and software architectures.� The aircraft mission computers, or Integrated Avionics Processors (IAP), are simulated and use actual aircraft source code to drive their functionality.� Other aircraft systems within the simulation use simulated source code, Commercial off the Shelf (COTS) avionics components, and Aircraft Common Operating Equipment (ACOE). �� The TSS software used in the device simulation is built using the V-22 Software Support Activity (SSA) Developmental Test aircraft software that is delivered to the V-22 test squadron at NAS Patuxent River, MD. The software provided by the SSA is integrated with the Generic Tilt Rotor/Math Model, Vehicle Management System, and the device avionics and simulation to replicate the performance characteristics of the aircraft. Warfighter flight simulators are used to perform contractor validation of the software code and the government conducts final acceptance testing with U.S. government engineers and warfighter flight crews. The program requirement, which is currently being achieved, is to release the flight simulator TSS software at all V-22 sites at or within six months of release to the aircraft.�� �The current state of MV simulator architecture has eliminated any dependency on sole source software development or laboratories.� The only dependency is the GTR-MM and VMS contracted to BB JPO.� The math model will be provided as government furnished software (GFS). � REQUIREMENTS This acquisition will accomplish two primary objectives: Installation and validation of Flight Training Device Engineering Change Proposals (ECPs) for TSS 9.X, TSS 10.X and TSS 11.X into MV and CMV training devices. Modernization of 23 MV training devices for critical COTS components with latest generation technology (Projectors, display mirrors, computational systems, Image Generators, cockpit displays and control loaders). �General requirements: Update all MV-22 and CMV-22 Flight Training Devices with the TSS 9.X series aircraft software (FY22) Budget estimate - $8M Update all MV-22 and CMV-22 Flight Training Devices with the TSS 10.X series aircraft software (FY24) Budget estimate - $8M Update all MV-22 and CMV-22 Flight Training Devices with the TSS 11.X series aircraft software ( FY26) Budget estimate - $8M Upgrade MV-22 COTS Hardware Four (4) flight training devices per FY to include projectors, Image generators, host computers, control loading systems, and replacement of Mylar projection mirrors with glass mirrors (FY22-FY26 funding). Budget estimate $14M per FY, $70M total COTS hardware upgrade investment �ANTICIPATED SCHEDULE (Estimated) Industry Day: April 2021 Draft RFP: April 2021 Final RFP: May 2021 Award: December 2021 �ELIGIBILITY The applicable NAICS code for this requirement is 333318 (Other Commercial and Service Industry Machinery Manufacturing). The Product Service Code (PSC) is 6910. Only TSC IV IDIQ MAC prime contract holders should respond.� All TSCI IV IDIQ MAC prime contractor holders are requested to answer #1 and #3 under submission details, when responding to this notice. Any interested TSC IV IDIQ MAC small business prime contract holders must also answer #2 under submission details. �SUBMISSION DETAILS Enclosure: 1. Attachment 2, TSC IV Request for Information (RFI) All responses shall include: Notice of interest and contact information, should the Government have any additional questions. If you are a large business, please provide the percentage of work you believe could be reasonably subcontracted to small business, should this effort not be set-aside within the TSC IV IDIQ MAC. A completed copy of Enclosure (1) (small business prime contract holders ONLY). A written statement detailing the ability to meet the above requirement within the disclosed budget. Please include feedback with respect to the requirement being realistic or achievable at the proposed budget. The Government understands that minimal information is provided within this posting and interested TSC IV IDIQ MAC holders may not be able to answer this question in detail. It is requested that written responses be submitted as a Microsoft Word Office 2010 applications (MS Word), document, limited to one (1) pages for large business contract holders and five (5) pages for small business prime contract holders (including Enclosure 1 )(8.5�x11�), single-sided, and 10 point Times New Roman font size, submitted by email to Mr. Demetrius Walker (demetrius.walker2@navy.mil) no later than 5 PM Eastern Standard Time (EST) on Monday, 09 November 2020. The five (5) pages for small business prime contract holders includes the response to Enclosure (1). Verbal submissions via phone will not be honored.
