Description
The Army Contracting Command, New Jersey, on behalf of the Project Manager for Close Combat Systems (PM CCS), is currently seeking potential sources with the capability to provide product support services as a Product Support Integrator for the entire range of PM CCS systems at the Picatinny Arsenal, NJ location. Project Manager Close Combat Systems (PM CCS) supports soldiers through the enhancement of current systems and development of next-generation ammunition and weapons technology. The organization focuses on ensuring soldiers are equipped with world-class ammunition and weapon systems. The capabilities sought include, but are not limited to: Implement acquisition policies and procedures to support the program manager's requirement to field fully supportable systems/equipment and meet operational requirements for the soldier in the field. Resolve complex logistics problems affecting numerous activities and units spread over a large geographical area. Develop, initiate, and oversee the implementation of corrective actions and program enhancements for the Render Safe � Set, Kits, and Outfits (RS-SKO) project which includes Electronic Countermeasure systems, Portable X-ray systems, multiple detectors, night vision goggles, battery charging system, and an unmanned aerial system. Plan, Manage, Monitor, Evaluate, and Correct Integrated Product Support (IPS) deficiencies throughout the research, development, and acquisition process. Coordinate with representatives of other components and organizations concerning precedent setting, controversial, sensitive and/or complex issues and their impact or potential impact on military requirements. Serve as an expert logistics management specialist focused on directing, developing, and performing logistics management operations that involve planning, coordinating, and evaluating the execution of IPS for the Render Safe � Sets, Kits, and Outfits (RS-SKO) system that encompass new and emerging technologies or complicated fielding requirements. Provide weapon system product support subject matter expertise to the Project Manager (PM) for the execution of the PM�s duties as the Total Life-Cycle Systems Manager. Develop new supply and maintenance concepts for the RS-SKO and its 11 sub-systems and logistics support Brief agencies and commands of program developments for all EOD systems that affect distribution, logistics, and support planning to include required planning for special maintenance or support facilities. Brief leadership or key officials on the RS-SKO program status and evaluate policies and proposals involving the assumption of new logistics support missions or programs. Possess a working knowledge of AR 70-76 Joint Electronics Type Designation Automated System, AR 700-127 Integrated Product Support, AR 700-142 Type Classification, Material Release, Fielding, and Transfer, DA PAM 700-27 Instructions for Basis of Issue Plan Feeder Data Submissions, DA PAM 700-127 Integrated Product Support Procedures, and DA PAM 700-142 Instructions for Type Classification, MR, Fielding, and Transfer. Coordinate the integration of new equipment training, fielding, redistribution of items, and disposal of the RS-SKO system as well as PM CCS legacy systems during all phases of the life cycle. Gather data, conduct research, analyze the material, and prepare reports and presentations for Senior Leadership based on the analysis. Apply a variety of analytical methods and techniques to unique and complex logistics matters. Use appropriate analytic and research tools to perform IPS and LCC analyses. Tools include but are not limited to: SYSPARS, COMPASS, PowerLOGJ, Federal Management System Website (FMSWeb), Cloud Equipping (cQuiP), Electronic Cataloging (E-CAT), Federal Logistics Information System Web Search (WebFLIS), AESIP and all its application; FEDLOG, SB700-20, Army Readiness � Current Operating Picture (AR-COP), Electronic Technical Manuals (ETM), Component List/Sets, Kits, Outfits, and Tools (CL/SKOT), Logistics Product Support Store (LPDS) Assist with the configuration management process as part of the systems engineering process to ensure MATDEV control over the materiel design, technical data, and software. Coordinate with the Maintenance Engineer to develop a maintenance allocation chart for all 11 sub-components of the RS-SKO. Coordinate with the Original Equipment Manufacturers to develop and provide Owner�s and Maintenance manuals for each sub-component of the RS-SKO, followed by coordination with Logistic Support Agency (LOGSA) to convert the OEM manuals to an approved technical manual for distribution with the RS-SKO system. Assist in the development or update of the Cost Analysis Requirements Description, Life Cycle Sustainment Plan (LCSP), Systems Engineering Plan (SEP), Test and Evaluation Master Plan (TEMP), and solicitation documents as needed. Develop and coordinate the disposal and obsolescence of legacy EOD equipment and ensure the procedures are included in the RS-SKO�s LCSP. Update the RS-SKO�s LCSP as the program progresses to ensure it aligns with the Acquisition Strategy (AS), intellectual property strategy, SEP, TEMP, and Corrosion Prevention and Control Plan. Develop or review Demilitarization and Disposal Plans for all PM CCS EOD systems to proper disposition of EOD systems at time of system turn-in. Write and/or review the Basis of Issue Plan Feeder Data (BOIPFD) for all 12 legacy systems and 12 new systems. Coordinate and conduct a BOIPFD Review with internal and external agencies and organizations to include HQDA, TRADOC Integration Office, the Ordnance School, Army Logistics University, etc.� Coordinate with the Chief of Training to ensure development of new equipment training (NET) for the RS-SKO and legacy systems is available for initial training on operation and maintenance knowledge is provided to the soldiers during fielding. Coordinate and conduct a Logistic Demonstration to evaluate the adequacy of the product support package. Research, develop, and provide the necessary documentation for the RS-SKO and its 11 sub-components for the Material Release and Type Classification process. This process includes Safety, Funding, Testing, evaluating performance, Supportability, and other important issues or concerns specific to the system. Conduct supportability assessments to support in-process reviews and each milestone decision review. Conduct Terrain Shaping Obstacles Product Support planning and management Respondents must possess at a minimum, a valid Secret Security Clearance issued by the United States Government.� Top Secret Clearance is preferred. Interested respondents shall provide the following information: 1. A brief description of your company�s core expertise and capabilities, including the level of expert knowledge your labor force possesses specific to the family of PM CCS systems including but not limited to: Transmitter set, counter measures AN/PLT 4-5, X-Ray Apparatus Set, Radiographic, Radiographic Imaging System, EOD, EOD Render Safe Support Systems (RS-SKO), Terrain Shaping Obstacles/Area Denial, and Fiberscope. 2. Provide details of historical past performance on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Government�s review of the respondent�s capabilities.
