- This posting is the pre-solicitation synopsis of a proposed contract action in accordance with FAR Part 5.2 for the purposes of improving small business access to acquisition information and enhancing competition by identifying contracting and subcontracting opportunities. �Any questions about this posting shall be submitted via email to (CERL-CT-Quotes@usace.army.mil).� Proposals are not being requested at this time and no response to this posting will be considered as a response to any solicitation. The Engineer Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) has been tasked by the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (OASA IE&E) in coordination with G-9 Child and Youth Services to demonstrate success or failure for implementing commercially available facial recognition and other artificial intelligence approaches to existing camera systems in the Fort Jackson, SC child development center (CDC) to evaluate the effectiveness of new approaches for monitoring the health and well-being of children in the CDC.� This effort is in support of OASA IE&E efforts to integrate innovative technology into the operations of installations to enhance readiness, build resilience, increase efficiency, lower costs, and improve the quality of life of service members and their families.� ERDC-CERL seeks a service provider to design and demonstrate state-of-the-art facial recognition and analytics technology to address Fort Jackson use cases at the Scales Avenue CDC.� The intent is to acquire results and relevant data to analyze the ability of facial recognition technologies to improve service member and family quality of life, reduce base costs, and enhance mission readiness.� The system design shall integrate with existing Army CDC systems, demonstrate technology capabilities, and provide a business case assessment.� The objective of the contracted effort is to form and implement a solution to monitor the health and well-being of children in the Scales Avenue CDC maximizing the use of state-of-the-art facial recognition and machine learning algorithms.� The anticipated period of performance is twelve (12) months from date of award with an anticipated start date of February 2021.� Details of the video surveillance system (VSS) solution architecture and the active monitoring data are critical deliverables to ERDC-CERL for the development of the business case analysis report. The intent is for the awardee to be able to utilize cameras and other equipment that is already in place at the Fort Jackson CDC, but an Authority to Operate (ATO) with the installation must be in place for that to happen.� An ATO is in process and should be active prior to the anticipated start date, however, as a contingency plan for the ATO not going through this procurement will include an option for the awardee to install and utilize their own camera equipment for the data collection. The Subjective Trade-off Process will be utilized to select one contract awardee.� The evaluation factors and criteria to be considered will be fully identified in the solicitation.� It is anticipated that Technical Approach will be the most important factor. �The offeror must have the capability to design and implement a VSS solution that adheres to Department of Defense and Army regulations regarding cybersecurity.� In addition, the successful offeror shall have successful past performance history of developing facial recognition algorithms to capture real-time monitoring, and of securing Internal Review Board (IRB) approvals for monitoring human subjects. ERDC-CERL intends to issue Solicitation No. W9132T21R0002 on or about 4 December 2020, with award in accordance with FAR 15.203(a).� The solicitation will be published online at beta.SAM.gov with response required within thirty (30) days of the date issued.� The associated North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, which has a size standard of $30,000,000.00.� This will be advertised as a total small business set aside.� Once the solicitation is issued, all responsible small business parties may submit a proposal which will be considered by this agency.
