- Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires complete inspection and recertification of the fire suppression system of the NOAA ship Reuben Lasker. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-21-00104 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. (iv) The NAICS code for this acquisition is 238220, Fire Sprinkler System Inspection; the small business size standard is $16.5M. This is a small business set aside. (v) Line items are as follows: CLIN 1: Annual Fire System Inspection, Testing and Certification per the SOW. CLIN 2: Potential Growth following Conditions Found Report � provide hourly rate (vi) Description of requirements for the items to be acquired:� The NOAA ship Reuben Lasker requires annual inspection and certification of its fire detection and suppression system. The vendor will provide a firm, fixed-price quote for inspection and production of a conditions founds report, as we all hourly rates for any follow-on work. A notice to proceed will be issued following the acceptance of the conditions found report to complete any additional testing or repairs discovered during the initial inspection. Final deliverables include Annual Certifications, updated Fire System Inventory and a validated Fire Control Plan, per the Statement of Work. The previous year's system certification is available for vendors in order to assist with bid formulation. (vii) Vendors will need to be listed in the ABS recognized specialists database for performing inspections and re-certifications of maritime fire alarm/fire suppression systems. (viii) Date(s) and place(s) of delivery and acceptance.
