Description

Procuring Agency The General Services Administration (GSA), Mid-Atlantic Region 3, Public Building Services (PBS), Acquisition Management Division, intends to issue a Request for Proposal (RFP) for the Perimeter East Building Renovation and Upgrades construction project at the SSA Complex in Woodlawn, MD. Project Synopsis The project scope consists of approximately 90,000 SF of renovations and tenant improvements on the 4th floor, two new exterior stair tower structures, smoke control system upgrades for the PEB lobby,� new HVAC equipment� on other floors as indicated in the contract� documents,� building automation controls, and upgrading the existing BAS controls at the PEB and PEUB Building. As part of the demolition, identified hazardous material removal is expected, including asbestos containing materials and lead based paint. In addition, the subject project will include a renovation to the PEB cafeteria kitchen and serving area. Furthermore, the project includes an option for a full mechanical infrastructure upgrade which would include installing four new�� rooftop AHUs. GSA has engaged an Architect / Engineering firm - HGA Architects and Engineers to design the project and procured a Construction Manager as Agent - Hill International to assist the Government in meeting its� goals of scope, schedule, budget, and quality during the design, procurement, construction, and closeout of the requirement. Project Location Perimeter East Building Social Security Administration Woodlawn Campus, MD. Disclosure of Magnitude of Construction Projects The estimated total construction cost for the project falls within the range of $30,000,000.00 and�$50,000,000.00. Competitive Procedures The subject procurement will be competed utilizing full and open competition in accordance with FAR 6.203. Competitive proposals will be requested in accordance with FAR 15 �Contracting by Negotiations.� Selection Procedures The award will be made utilizing the tradeoff process prescribed in FAR 15.101-1.� The� objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose proposal conforms to�� the solicitation and offers the best value to the Government, considering the price and non-price factors. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Project Management and Staffing Plan Prior Experience on Relevant Projects Past Performance on Relevant Projects Small Business Subcontracting�Plan Project Labor Agreement A bid guarantee will be required in accordance with FAR 52.228-1 with each offerors proposal. Performance and Payment Bonds shall be required prior to issuing the Notice to Proceed. Procurement Schedule Issue date for Request for Proposal - Novemeber�2, 2020 Technical Proposal due Date - December 07, 2020 at 1:00 PM EST Price Proposal due Date - December 11, 2020 at 4:00 PM EST Possible Award Date - week of 08 February 2021 Pre-Proposal Conference A pre-proposal conference will be held at the SSA Campus location at a date and time to be determined; the Government reserves the right to make the conference pre-proposal if needed. Final details will be provided within the solicitation. Prior notification of attendance to this conference is mandatory. You will be asked to provide your company's name and all potential attendees' full names (no more than two folks per firm) to anthony.teti@gsa.gov by a time and date to be determined within the solicitation. Interested Parties/How to Offer The Solicitation will only be available electronically. It will be available on or about the week of October 26, 2020. The�solicitation can�only be�obtained�by�accessing�Beta.SAM.gov, a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information.
