REQUEST FOR INFORMATION (RFI) FOR Robust Software Defined Radio (SDR) cards for C4ISR/EW Modular Open Suite of Standards (CMOSS) Chassis THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.� Your response to this RFI will be treated as information only.� No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of this submission and Government use of this information.� This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.� No funds have been authorized, appropriated, or received for this effort.� The information provided may be used by the Army in developing its acquisition strategy, or performance work statements, or performance specifications.� Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.� The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. BACKGROUND: Traditional mission equipment located inside military vehicles consists of several separate monitor screens and hardware systems mounted in the front cabin of the vehicle.� Traditional mission equipment reduces cabin space and requires separate power sources.� Traditional mission equipment functions as standalone system lacking the ability for interoperability between each system. To view or command traditional systems often requires multiple screens resulting in obstructed fields of view.� The future generation of Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance (C5ISR) & Electronic Warfare (EW) systems will consist of a suite of layered standards residing in a CMOSS Chassis.� This chassis will contain traditional mission equipment inside one chassis. This will result in reduced size, weight, and/or power (SWaP) on current and future platforms.� Residing in the CMOSS Chassis will contain one or multiple SDR radio cards.�� An example could be a vehicle requires to operate on two radio waveforms 1. SINCGARS, 2. TSMTM.�� This chassis will host traditional vehicle radios on a SDR card to reduce space and increase performance.� An example of traditional radios would be a SINCGARS VHF Radio. SCOPE The objective of this RFI is to solicit information regarding current and future development towards SDR cards residing within a CMOSS Chassis.� Information regarding a programmable SDR allowing the user to change the current waveform (Example SINCGARS) to a new waveform (TSMTM) will avoid the requirement of several SDR cards with different waveforms.� The waveforms of interest are listed by priority; 1. MUOS, 2. LINK-16, 3. TSMTM WREN-NB, and 4. SINCGARS, and 5. TSMTM.� The intent is to continue efforts towards reduced SWaP and consider modularity, serviceability, and cost as key factors to this RFI. The audience of this effort is Project Manager (PM) Tactical Radios (TR) and Program Executive Office (PEO) Command Control Communications-Tactical (C3T).� The SDR must reside within a CMOSS interface, considering a Vehicular Integration for C4ISR/EW Interoperability (VICTORY) data bus and use Modular Open Radio Architecture (MORA) as a reference for Radio Frequency (RF) components. OBJECTIVE: Primary objective is to identify CMOSS SDR card capable of supporting one or more of the following waveforms: 1. Mobile User Objective System (MUOS) �2. LINK 16 3. TSMTM Warrior Robust Enhanced Network-Narrowband (WREN-NB) 4. Single Channel Ground and Airborne Radio System (SINCGARS) 5. TSMTM The order of waveforms are listed in order of importance.� The SDR will facilitate the implementation of Open Suite of Standards (CMOSS) compliant modular communication systems.�� The design is intended to work with communication to U.S. Army tactical ground and air, manned and unmanned vehicles residing in a CMOSS compliant chassis and related payload infrastructure.�� The secondary objective is to identify a design of a single SDR card capable of hosting multiple waveforms.� This card is required to support the following waveforms: 1. MUOS 2. LINK-16 3. TSMTM WREN-NB 4. SINCGARS 5. TSMTM The order of waveforms listed highlight the importance of waveform development. �The SDR will facilitate the implementation of C4ISR/EW Modular Open Suite of Standards (CMOSS) compliant modular communication systems.�� The design is intended to work with communications such as ��U.S. Army tactical ground and air systems, manned and unmanned vehicles residing in a CMOSS compliant chassis and related payload infrastructure.�� PEO C3T and PM TR requests industry responses address the following areas.� Submitted responses may expand upon any of the following areas to assist the Government in understanding industry capability: Description of qualification: demonstrated products, projects, and applicable experience.� State whether your current experience is in design, development, or both. Description of existing or planned work in this area.� Include strategies for embedding end products into both commercial and GOTS Soldier devices.� Provide information on partnerships and agreements that are planned or existing in support of a potential solution. Recommendations on how to reduce power consumption and temperature of SDR card Recommendations on a card capable of hosting more than one waveform Recommendations on additional processing power Information on security implementation approaches, reference any related experience i.e. COMSEC, PKI, and network security. (Load COMSEC/electronic fill data into the SDR card from a portable hand held device). Statement of interest, should the Government decide to pursue a formal acquisition of potential solutions/responses. All responses to this RFI are due by 1700 EST on 12/7/2020.� Any questions shall be submitted no later than 11/23/2020.� This will give the Government adequate time to respond to questions to support industry submissions.� Respondents should identify their company's name, address, telephone number, point of contact, and whether they are a large or small business. Please ensure that proprietary information be clearly marked.� All submissions shall be sent via e-mail.� The electronic format shall be submitted in Microsoft Word or Adobe PDF (1-inch margins and 12 point Arial or Times New Roman font),.� The cover page shall be labeled clearly with RFI title: �Robust Software Defined Radio (SDR) cards for C4ISR/EW Modular Open Suite of Standards (CMOSS) Chassis�, and include respondent organization and POCs with contact information.� The white paper response shall not exceed 30 pages.� Responses shall be delivered in electronic format to Bradley Phillips, Contracting Officer, at the following address: bradley.a.phillips14.civ@mail.mil.
