- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Empower Educational Consulting, L.L.C. under the authority of FAR 13.106-1(b), Soliciting from a single source. BIE Wingate Elementary School has a requirement for Empower Educational Consultant to for educational support to develop lesson plans and evaluations based upon its Empower�s copyrighted educational material. The anticipated delivery date will be June 30, 2021. Empower Educational Consultants has issued a single source letter indicating that there are no authorized providers of this brand-specific requirement.
