- The Department of Veterans Affairs, VA Tennessee Valley Healthcare System (Nashville), located at 1310 24th Avenue South, Nashville TN 37212 7 requires the procurement for the following Brand name or equal equipment. Item 1: Fisher Cat Number NC1876634: QuantStudio 3 Real-Time PCR System (Applied Biosystems). This machine is used to perform quantitative polymerase chain reaction, known as qPCR or real-time PCR. In brief, RNA is isolated from cells or tissues, and after reverse transcription, PCR amplification is performed to determine levels of genes of interest and appropriate housekeeping genes. Item 2: Fisher Cat Number 11 120533: Bio-Tek Synergy H1 Plate Reader. Bio-Tek At # BTH1M. The intended use includes DNA and RNA quantification with UV light, numerous visible light assays (such as protein, nitric oxide/nitrite, biochemical assays), fluorescence assays (cell viability, apoptosis, reactive oxygen species), luminescence assays (gene reporter assays). Item 3: Fisher Cat Number BT1320514 Injector Head for Dual Reagent, Bio-Tek Cat # 1320514. This item allows us to use liquid injectors for specific assays. (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. This notice of intent to sole source is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting officer no later than Tuesday, November 17, 2020 at 11:00 AM ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
