- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached to the posting. All businesses submitting an offer/quote must be registered on https://www.sam.gov, prior to award. Any amendments issued to this solicitation will ONLY be available on the beta.SAM website (beta.SAM.gov). This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number 36C10X21Q0019. This procurement is tiered evaluation approach. The associated NAICS code is 541330. The small business size standard is $16,500,000. This combined solicitation/synopsis is for a power study in accordance with the Performance Work Statement. The required performance period is for 150 days after award. Place(s) of performance shall be as identified in the Performance Work Statement. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subparts 13.106-2 and 13.5, and as supplemented by agency procedures. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Jan 2017), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the above website, the offeror shall complete only paragraphs (c) through (o) of this provision. All businesses submitting a quote must be registered on https://www.sam.gov, prior to award. All correspondence must be sent to Caitlin.Savina@va.gov by the dates/times stated in the solicitation. A required pre-bid walkthrough for prospective vendors will take place on Tuesday, November 10, 2020 at 11:00AM CST at the Hines Information Technology Center in Hines, IL. Please register your attendance with by Friday, November 6, 2020 9:00AM CST. Questions must be submitted by email no later than 9:00 AM CST, Thursday, November 12, 2020. Quotes are due by 11:00AM CST on Thursday, November 19, 2020.
