ROUDEBUSH VA MEDICAL CENTER Triennial Breaker Test SOW 2020 Page 7 of 7 Statement of Work (Includes Specifications) This SOW describes the Triennial Electrical Testing at Richard L Roudebush VA Medical Center 1481 West 10th Street Campus. This Statement of Work describes the requirements for the inspection, testing, calibration, and servicing of the Electrical Power Distribution. This work shall also include an Infrared scan with pictures of all applicable components of the electrical distribution system (including all normal and emergency power). This work shall include bench testing all breakers 600A and above. The scope of this work shall also include the calibration and servicing the gear they reside in. This work shall be completed for all buildings on the campus at the Richard L. Roudebush VAMC at 1481 West 10TH Street, Indianapolis, IN. Specific Requirements. The contractor with a professional engineer on staff shall provide all management, tools, supplies, equipment, and labor necessary for the inspection, testing, calibration, and servicing of the Electrical Power Distribution System (including all normal and emergency power) and all associated components. This work shall also include an Infrared scan with pictures of all applicable components of the electrical distribution system (including all normal and emergency power). Locations. 3.1 1481 West 10th Street Campus. The scope of this project shall include all power distribution components located at the 1481 West 10th Street Campus, Indianapolis, IN which includes all buildings on the campus at the Richard L. Roudebush VAMC at 1481 West 10TH Street, Indianapolis, IN. Qualifications of Contractor: Contractor shall be certified by the National Electrical Testing Association (NETA) as NETA Certified Technician, or equivalent certification will be considered, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. The NETA certification is equivalent to hiring a professional electrical engineer. Contractor shall have technical training and documented working experience in maintenance, inspection, testing, and servicing of electrical power distribution systems and all associated components within a healthcare setting. A minimum of five years of experience is required. Contractor shall have safety training as outlined in OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical and NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to commencing work. Contractor shall have professional engineer on site overseeing day to day operations throughout duration of the project. Contractor shall have knowledge of and have ready access to the latest versions of the following references: NFPA 70, National Electrical Code NFPA 70B, Recommended Practice for Electrical Equipment Maintenance NFPA 70E, Standard for Electrical Safety for the Workplace NFPA 110, Standard for Emergency and Standby Power System OSHA Standard 29 CFR 1910, Subparts I & S. International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These may be obtained from the VHA Medical Center or equipment manufacturers. Contractor shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work in a safe, effective, and timely manner. Tools, equipment and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Work Hours Maintaining the operational capability of the medical center is of paramount importance. The contractor shall coordinate all activities with the VA COR prior to commencing all work. In order to maintain the medical center s operational capability this project will require working mostly off-shift hours as well as weekend work as some of the affected areas will not be available during normal hours. Normal working hours for the medical center are defined as 0600 1730 excluding Saturday and Sunday. Designated off hours are defined as 1730 0600 Monday through Friday, excluding federal holidays. Federal holidays for 2020 are as follows: New Year s Day MLK s Birthday President s Day Memorial Day Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day Electrical Shutdown Schedule Contractor shall develop a schedule of shutdowns and submit to the VA for review and approval. Contractor shall allow a minimum of three weeks for scheduling of outages after approval of schedule. The size and length of any outage may be restricted by the VA. Summary of Work 7.1 The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the inspection, bench testing, calibration, and servicing for all breakers 600A and above. The contractor shall also calibrate and service the gear they reside in. Testing, calibration, and servicing requirements shall be based on manufacturers recommendations for that component and/or the industry standard. This work shall also include an Infrared scan with pictures of all applicable components of the electrical distribution system (including all normal and emergency power). 7.2 The VA will provide reference drawings of the normal and emergency power distribution systems for all wings within Building 1. In the event that a circuit/component is not shown on a drawing, the contractor shall update the drawing accordingly. Drawings for the outbuildings are unavailable. If a drawing is not provided for a building then the contractor shall provide an as-built drawing showing the missing electrical components for that building. 7.3 During the course of this project the contractor shall document all tasks performed to include the date and time the work was performed, equipment location, the type of equipment, manufacturer of equipment, model number, equipment specs, notes on the condition of the component when found, what testing was performed, and the results of those tests, what calibration was performed if applicable and the condition of the component when finished. 7.4 For deficiencies found that are system related rather than component related (for example, normal and emergency power conductors found in the same conduit), the contractor shall document these deficiencies in a report with the description of the deficiency and any applicable code violations. Refer to paragraph 9.2. 7.5 All testing will be performed in accordance with PPM s standard procedures including, but not limited to, selected specifications from the following: International Electrical Testing Association (NETA), National Electric Code (NEC), National Fire Protection Association 70B-Electrical Equipment Maintenance (NFPA 70B), Institute of Electrical and Electronic Engineers (IEEE), American Society for Testing and Materials (ASTM), National Electrical Manufacturer s Association (NEMA), manufacturer s instruction manuals and/or project specifications, unless otherwise noted. Period of Performance Contractor shall complete all contract work within 180 calendar days from issuance of the Notice to Proceed (NTP) from the Contracting Officer. Deliverables: After the contractor has completed inspection, testing, calibration, and servicing of the electrical power distribution system the contractor shall provide the following items within 30 calendar days of completion of the work: Contractor shall provide a written report indicating the inspection type, testing type, calibration (if applicable) and the servicing performed on each component. The report shall include the following information as a minimum: Company s name, address and telephone numbers. Name and signature of whom performed the work. VA Contract Number with name and number of VA Contracting Officer. Date and time of work performed. Copies of valid licenses, professional training and certificates. Descriptions and model number of specialized tools and equipment used in performing the work. Reference materials used such as equipment manufacturer s specifications, etc. Location of equipment Manufacturer of equipment Manufacturer part # Remarks on conditions of electrical equipment. List all deficiencies if any are observed. The type of test(s) performed on the components and the results of those tests. The calibration type performed and the before and after calibration values (if applicable). Contractor shall provide a deficiency report with pictures of the deficiencies listing all deficiencies during the initial inspection and testing. This report shall include the following information. The nature of the deficiency and the potential impact if not addressed. The applicable code violations if any. Prioritize the items in the deficiency report. Pictures of the deficiency along with the recommended corrective action. Contractor shall update all electrical one-line diagrams for all the buildings included in the scope of this work and provide electrical as-builts on a CD/DVD (in both pdf and dwg format - AutoCAD 2020 or later format) and four hardcopies. Three of the four hardcopies shall be laminated and framed. Hard copy and electronic copy of the Infrared report with pictures of all deficiencies. All electrical distribution panels and equipment identified on the reference drawings provided by VA and any electrical panels and/or equipment found to be missing from the reference drawings provided by VA shall be updated and properly labelled. Contractor shall immediately report deficiencies that are considered critical or catastrophic to the VA COR for immediate action. Contractor shall also categorize all electrical deficiencies for correction by priority.
