Description
A. Description The purpose of this Special Notice is to request industry feedback on proposed Government efforts for updating, standardizing, and drafting revisions for our product/production technical data to a digitized form for future contracts and modern configuration management of certified technical data packages (TDPs).� The United States Army Contracting Command - New Jersey on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) and Combat Capabilities Development Command Armaments Center, is issuing this Special Notice for feedback on the use of 3Di PDFs in lieu of 2D PDF drawings for production technical data packages (TDPs). �PM-MAS intends to convert all TDPs across their portfolio of production, new and in-development ammunition systems.� Once ready, PM MAS will then provide digital engineering models as the primary form of providing certified technical data in support of future production contracts.� To further facilitate industry participation in the use of 3Di PDFs as the certified TDP, a Virtual Industry Day will held. B. Background The Army continues to implement digital engineering capabilities. One of those efforts involves using Model Based Definition (MBD) for product technical data as a means to digitize and control product design, manufacturing, and component/subsystem configurations. This request for information seeks to request from industry, to provide comment on the use of 3Di PDFs, generated from MBD, and its benefit or impact to your processes, and to provide responses to questions indicated below. Model Based Definition (MBD) and 3Di PDF Viewables, comprised as �3Di PDFs� are generated from fully annotated 3D computer aided design (CAD) models (also known as MBD) and provide all of the information normally found on a traditional 2D drawing. 3Di PDFs are different than 2D PDF drawings in the following ways: See Attachment 0001_Table A C. Information Packet If you are interested in providing feedback and submit the required information, an Information Packet will be provided which will include: 3Di PDF Use Instructions 2D PDF drawings 3Di PDFs Proposed Standard View State Schema and Naming Convention Items 2 and 3 above are marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only.� Before approval is granted to release the documents, the requestor must be a DoD contractor and registered in an active status in the Defense Logistics Information Service, U.S./Canada Joint Certification Program (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors must submit their certification via DD Form 2345 or register immediately.� Offerors are also required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire and a fully executed Non-Disclosure and Non-Use Agreement which are included as attachments.� Interested companies will be required to return/destroy these documents when requested by the Government. D. Feedback Requested Request your suggestions, recommendations, and comments regarding the use of 3Di PDFs instead of 2D PDFs.� In your response, please address the following topics: What experience does your company have working with 3Di PDFs? What are your thoughts/opinions regarding the use of feature based views vs. traditional planar (front, top, side) views. What issues (if any) do you see with the larger file size of the 3Di PDF (4 to 50 MB) vs comparable 2D PDF (.2 to 2 MB)? What are the impacts of printing a sheet for each feature-based view of the 3Di PDF compared to printing out the traditional 2D drawing? How does the 3Di PDF impact your ability to interpret design intent; advantages and disadvantages? Compared to using a traditional 2D drawing, do you see any advantages or disadvantages working with 3Di PDFs as part of your manufacturing and inspection processes? What are your thoughts and opinions of the proposed View State schema and naming convention; likes, dislikes, other preferences? Do you have additional ideas for showing product definition in 3D that are not demonstrated here? What would the ideal 3D TDP look like? How would your company respond to an RFP that includes 3Di PDFs in the TDP in order to distinguish yourself in a 3D advanced environment? How would you propose to handle any Engineering Change Proposals (ECPs) or Requests for Variance (RFVs) related to the TDP? Other comments, concerns, or observations.� In your response, please also indicate: Size of company based on number of employees What commodities contractor produces Point of Contact Feedback is requested within 30 days of this notice.� E. Invitation to Industry Day To further facilitate industry participation in the use of 3Di PDFs instead of 2D PDFs for a certified TDP, a Virtual Industry Day will held, hosted jointly by Project Manager Maneuver Ammunitions Systems and the Armaments Center, at Picatinny Arsenal. �Tentative date is as early as 12 January 2021, but not later than 25 February 2021.� A firm date for the event will be provided approximately one month prior to the Industry Day.� Please respond with your intent to participate in the Virtual Industry Day by 4 Dec 2020, by name, organization and contact phone/email. �Agenda will be sent upon receipt of your interest to participate.
