- The Centers for Disease Control and Prevention, NCIRD/DVD/OD, 1600 Clifton Rd. NE, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract in accordance with FAR 6.302-1 to Berry Technology Solutions, LLC, 525 Westpark Dr, Suite 310, Peachtree City, GA� 30269, to provide support for all aspects of VTrckS operations and maintenance. This includes maintenance of the SAP software, SAP functional and development support, interfaces monitoring and maintenance, data warehouse maintenance, service level agreements, end user support � technical support, test management, release management, technical change management, defect resolution and its management, and data conversion and master data maintenance. The scope of work also includes operation and maintenance of the NCIRD Advanced Business Analytics Platform. The contractor will also provide necessary support to respond to public health emergencies as it relates to the VTrckS system. The purpose of this contract is to ensure continuity of operations during COVID-19 vaccine implementation in VTrckS and to eliminate transition-related risk during the COVID-19 vaccine distribution. Awarding a follow-on contract to a new vendor during this time period introduces risk that is inherent to the transition to a new vendor.� Such a transition could negatively impact system support of VTrckS and the central role it has been designed to play in the nation�s COVID-19 vaccination program.� Specifically, any interruptions in the support of VTrckS could result in delays or disruptions to COVID-19 vaccine distribution, at the time that the vaccine is anticipated to become widely available.� Such delays would increase the morbidity, mortality, and associated economic and societal hardships in the United States that the COVID-19 pandemic has caused over the course of the last 10 months. Although market research indicates that there may be other qualified IT industry vendors who can conduct the performance requirements of this contract, the only option that will allow the Government to eliminate any risk inherent to transitioning this requirement to a new vendor during the pandemic response is to make an award to the incumbent contractor, Berry Technologies, LLC.� If a contract is awarded to a vendor other than the incumbent, there is substantial risk associated with a new vendor coming on board, becoming conversant with the VTrckS system, and becoming familiar with the technical details and support tasks required to operate the VTrckS system.� System support provided by a vendor that does not possess the knowledge and familiarity of the technical details and support task of the VTrckS system will be insufficient to support the demands of a pandemic level response for the COVID-19 ordering and distribution activities that are essential to the national response. Awarding a contract to the incumbent vendor for the period of time that covers the anticipated time period for the COVID-19 vaccine ordering and distribution program avoids the unacceptable risk of insufficient system support related to transitioning this requirement during the pandemic response. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency. The Government will review any/all capabilities statements information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with Berry Technologies, LLC., as the only source and a contract will be issued without any additional notices being posted. �
