- This statement provides notice that the government anticipates awarding a contract to provide Engineering Services for ALQ-161A Defensive Avionics System (DAS) Sustainment Update (DSU). The proposed contract action is for services for which the Government intends to negotiate and award a sole source definitive contract.� Defensive Avionics System (DAS) Sustainment Update (DSU) is an engineering requirement looking to resolve major obsolescence with the Band 8 Radio Frequency Source and Band 8 Driver / Transmitter. The B-1B Band 8 Transmitter Capability is one of the Radio Frequency (RF) Electronic Countermeasures (ECM) jamming bands for the AN/ALQ-161A Radio Frequency Surveillance (RFS)/Electronic Countermeasures System (ECMS).This task requires for the design, development, fabrication, qualification, test, delivery, and fielding installation support of B-1 DAS prototype modification kits to fulfill AFGSC identified requirements to reactivate Band 8 Transmitter capability for the remaining fleet of aircraft. A combination of cost plus fixed fee and cost reimbursement contract line item numbers (CLINs) will be utilized due to the unknown nature of design and prototype work being accomplished. The place of performance will be a combination of US Government installations and contractor�s facility.�This contract period of performance will be for 36 months: Basic period: 24 month period of performance, Option I: 24 Month period to be exercised within 12 months of contract award. The Government intends to solicit and negotiate a fair and reasonable price in accordance with FAR 15 and FAR 6.302.�All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This requirement will be sole source�to Georgia Tech Research Institute (GTRI) , 505 Tenth St. Atlanta, GA 30332, Cage Code 1FEZ4 under authority 10USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A determination by the Government to not compete this proposed contract action will be based upon responses to this notice is solely within the discretion of the Government. In accordance with Air Force Instruction (AFI) 16.201, foreign participation is not permitted at the prime contractor level. All potential offerors should contact the Contracting Specialist/Procuring Contracting Officer identified above for additional information, questions, and/or concerns. This solicitation is expected to be released on 4 December�2020�with a response no later than 60 days after issuance of the solicitation.
