Description
Request for Information Rockies, VA Data and Analytics Platform TAC Number: VA-21-00012853 NAICS: 541519 Introduction This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Product Description (PD). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission. 2. Requirement: Rockies is VA s data and analytics platform that is built on cloud-native services to ease the burden of data access, integration, and organization while enabling a heterogenous ecosystem for data analytics in the VA. Rockies enables capabilities for managing data and knowledge, discovering new knowledge, using algorithms to make inferences on individuals or cohorts, and managing reports and inferences in workflows. Business and IT programs within VA can leverage Rockies platform to rapidly adapt shared capabilities to realize their mission use case, such as the Clinical Concept Library. Additionally, Rockies will enable the utilization and sharing of data sets with proper data access guardrails to maximize knowledge re-use and improve quality and consistency. Rockies will allow VA to transition from outdated, expensive, custom, vertically integrated solutions to a best-practice approach of data integration and management based on an ecosystem of commercial platforms with custom integration, as required. This approach will allow the VA to focus on value-adding activities and foster an ecosystem of data analytics to accelerate time to insight and action by making data and advanced analytics more accessible and cheaper for analysts in the VA. VA plans to implement software solutions/tools from industry with Rockies to address a wide variety of use cases across the VA by incorporating VA and external data sources and supporting diverse analysis tools and approaches. The purpose of this RFI is to gather information on data curation/enrichment capabilities for Rockies. The desired data curation/enrichment capabilities are provided in the Technical Requirements Matrix (TRM) attachment. Other non-technical requirements include consulting services, knowledge sharing, and support system integration team for setup (e.g., system configuration). Integration services are not needed. Responses: Please submit a product statement describing your company s ability to meet the overall requirement described and response(s) to the question(s) below. The product statement shall be limited to 10 pages. Responses to this RFI shall be submitted via email to William Freer, William.Freer@va.gov no later than 3 PM EST on Nov. 24, 2020. Interested Vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in VIP. NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Existing Contractual Vehicles (GWAC, FSS, or MAC) Provide a summary of your approach for meeting the requirements in paragraph 2 above and in the RFI Technical Requirements Matrix attachment. Detail your company s capabilities and experience supporting federal agencies in implementing your product (specific examples or references provided must include the agency, point of contact, dollar value, and contract number). VA is requesting assistance in obtaining rough estimated pricing based on the requirements identified in the RFI Technical Requirements Matrix attachment. The results of the estimated pricing and technical capabilities shall be used to finalize the VAs requirements prior to issuing a solicitation. Please provide a Rough Order of Magnitude (ROM) for the product/solution being proposed, if possible. Please propose your ROM and breakdown of pricing based on the following scenario: 20 data stewards and supporting 100 150 end users. Please describe your pricing model to include the threshold for named user subscriptions vs. an enterprise/site subscription.  Is your pricing model driven by total users, concurrent users, transaction-based, number of records? Are any additional services needed outside of the subscription model (e.g., configuration to meet functional requirements, data storage, data migration, additional features)? If so, please provide the items and proposed price for these additional services. Please provide estimated number of consulting service hours to support system integration team for setup and knowledge transfer. Describe the pricing structure for the service hours (e.g., tiered by buckets of hours/level of service; hourly rate) and whether base number of hours are provided with the procurement of the solution and if so, what support it covers. Please state all the technical dependencies of your product to be hosted in VAEC. For example, does the product require a specific version of operational system? Does the product require a computing cluster such as Spark to execute the user-defined data curation logics?
