- The US Army Contracting Command (ACC) � New Jersey, Picatinny Arsenal, New Jersey 07806-5000 is conducting a Market Survey on behalf of Joint Program Executive Office Armaments and Ammunition (JPEO A&A) is currently developing a Government�Owned Contractor�Operated Army Ammunition Plant (GOCO AAP) Campaign Plan to structure the future of the Industrial Base.�� The overall objective for this effort will be to provide support to the JPEO A&A in the development of the GOCO AAP Campaign Plan.� This effort will require the contractor to:� - Perform financial and management assessments at GOCO facilities to provide the Government with the financial transparency needed to execute in a more effective manner - Develop Industrial Base models incorporating the Single Manager for Conventional Ammunition supply chain and leveraging previously built systems - Propose supply chain strategies to mitigate Outside Contiguous United States (OCONUS) supply chain risks The contractor must have the immediate ability and institutional knowledge and experience to adequately execute all aforementioned tasks.� The contractor must possesses highly specialized modeling and analysis capabilities, have access to relevant data bases and have extensive experience in the above mentioned areas including a deep understanding of the DOD Ammunition Enterprise Industrial Base and correlating lifecycle supply chain.� This includes the ability to quickly update and adapt developed analytical tools utilizing forecasts and expenditures for all Single Manager for Conventional Ammunition (SMCA) organizations and have experience with commercial industry developing and implementing business improvements through the use of techniques focused on digital operations capability building, business case development, talent development and change management. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a contract of this nature. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. This notice is for information and planning purposes only, and does not constitute a RFP. This sources sought is not to be construed as a commitment by the U.S. Government. The U.S. Government will NOT pay for any information provided by industry under this market survey.
