Description
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) DEPARTMENT OF VETERANS AFFAIRS Acquisition Plan Action ID:_36C256-21-AP-0452 Contracting Activity: Department of Veterans Affairs, NCO 16, Central Arkansas Veteran s Healthcare System, Bio-Med, Cath Lab. 2237 #598-21-1-723-0080 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Replace CPU board, commonly known as the Kamet Bootable Chassis with part number 5129895-2, for the GE Healthcare Innova 3100 located at the Central Little Rock VA Medical Center in Room 5C135-01-L. Additionally, install the CPU board and ensure the functionality of the Innova 3100, and include any additional troubleshooting after the CPU board is successfully installed. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The GE Healthcare Innova 3100 was installed in November 2009. Its serial number is EM336526 and its VA# is MX1096301. Personnel are unable to operate the Innova 3100. It is locked out and providing an error message Xray Not Available and Database Inconsistency . Local GE Healthcare technician provided initial troubleshooting and stated the CPU board is causing the error message. The Cardiac Cath Lab equipment is down and is used to diagnosis patient s coronary artery blockages. It s a critical and used routinely for our Veteran population. The equipment repair is needed under unusual and compelling urgency because delay in award of a contract could result in serious injury, misdiagnosis due to image quality, or a financial burden to the VA if exams are forced to be farmed out to other local hospitals. GE Healthcare does on-site repair to the unit. GE Healthcare has trained staff and required repair parts available to get the GE Innova 3100 functioning with the least amount of downtime. GE has a remote connection to our X-ray system which allows for advanced troubleshooting by senior engineers. No other vendor has this remote connectivity. Recommend Sole Source. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted: reviewed previous Sole Source with GE Healthcare contract for repair in 2017, VA256-17-P-1090; VIP-9 sources found, but no responses; GSA Advantage; FPDS; and SAM/Contract Opportunities. GE Healthcare is a large business and has OEM certified technicians. Recommend Sole Source. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
